The proposal to announce the annual holiday and Tet schedule before September 30 of the following year helps businesses proactively produce and workers conveniently return to their hometowns.

The Ministry of Justice has just announced the appraisal dossier for the draft Law amending and supplementing a number of articles of the Labor Code, the Law on Archives, the Law on Gender Equality and the Law on Red Cross Activities. The draft Law is developed by the Ministry of Home Affairs.

One of the notable contents in this draft Law is the amendment of some contents of the Labor Code, including the amendment and supplementation of the decentralization of tasks to specifically notify holidays and Tet every year by the Minister of Home Affairs.

At the same time, supplement the deadline for performing the task of notifying the holiday of the following year (on the basis of the Prime Minister's decision advised by the Ministry of Home Affairs) before September 30 of the immediately preceding year.

The Ministry of Home Affairs explained that the early announcement of the annual holiday and Tet schedule is to create conditions for people and businesses to prepare appropriate programs and plans, avoiding announcements close to holidays, causing difficulties for people and businesses in holiday and Tet holidays as at present.

Attached to the work for more than 9 years at the seafood processing line in Tra Noc Industrial Park (Can Tho City), Ms. Nguyen Thi Oanh Na said that the income of workers has now increased significantly compared to when they first started working, but life is still full of pressure.

Currently, her total fixed income, including basic salary and allowances, is about 6.8 million VND/month. According to Ms. Na, if she does not work overtime, this income is only enough to cover essential expenses, especially when renting a room, raising children and taking care of family life.

According to Ms. Na, knowing the holiday schedule in advance helps workers proactively arrange work, register for leave and prepare travel plans, especially for long holidays.

Not only workers, businesses also need to know the holiday schedule early to develop production and business plans for the following year.

Mr. Nguyen Van Tan - Chairman of the Trade Union of Hosiden Vietnam Co., Ltd. (Bac Ninh), said that usually around October or November every year, the company has set a holiday schedule for the following year.

Therefore, if functional agencies notify early from September every year, businesses will be more proactive and convenient in arranging production and business plans.

For many years, situations such as changing holidays, urgently announcing holiday times have caused difficulties for many workers and businesses, being passive in arranging working hours and plans," said Mr. Pham Minh Huan, former Deputy Minister of Labor, Invalids and Social Affairs (now the Ministry of Home Affairs).

According to Mr. Huan, the announcement of holiday schedules needs to be calculated and implemented early by functional agencies. In fact, some places can swap holidays, but some places cannot implement it when the time to ask for opinions and decisions is too close to the holiday.

He agreed with the regulation of general principles on the time to announce holiday schedules. According to him, this will limit the situation of having to ask for opinions from ministries and sectors every year, and at the same time help workers and businesses have more time to proactively prepare.

Currently, the Labor Code stipulates that every year, based on actual conditions, the Prime Minister decides specifically the Lunar New Year holiday and National Day holiday. After the Prime Minister decides, it is assigned to the Ministry of Home Affairs to announce. The remaining holidays including the New Year holiday, Hung Kings Commemoration Day, April 30 - 15 are implemented according to the provisions of the law.
