The Ministry of Home Affairs proposes new regulations on considering awarding the title "Advanced Laborer" in some specific cases.

The Ministry of Home Affairs is seeking opinions on the draft Circular stipulating measures to organize and guide the implementation of the Law on Emulation and Commendation and the Government's Decree detailing a number of articles and measures for implementing the Law on Emulation and Commendation.

Regarding general regulations on emulation and commendation, the draft states that for individuals, collectives, and households with outstanding outstanding achievements, the heads of ministries, departments, branches, and provinces shall commend them according to their authority.

In case there are outstanding typical achievements, with scope of influence in Ministries, departments, branches, provinces or fields under the management of Ministries, departments, branches, provinces or nationwide scope, the above agencies are responsible for proposing state-level commendation according to prescribed standards.

The draft also guides the consideration of the titles "Advanced Laborer", "Advanced Soldier" in some specific cases.

Accordingly, individuals participating in combat, serving combat or having brave actions to save people and property of the State and the People leading to injuries requiring treatment and nursing according to the conclusion of a hospital or competent medical facility, the treatment and nursing time is counted for consideration for awarding the titles "Advanced Laborer", "Advanced Soldier".

Individuals who are assigned to participate in short-term training and fostering for less than 1 year, and well comply with the regulations of the training and fostering institution, the study time is included in the working time at agencies, organizations, and units to be considered for the titles "Advanced Laborer", "Advanced Soldier".

In case individuals are assigned to participate in training and fostering for 1 year or more, the time of participation in training and fostering is counted as time for considering the titles "Advanced Laborer", "Advanced Soldier".

In addition to the standards and conditions according to general regulations, during the time of participating in training and fostering, individuals must well comply with the regulations of the training institution, complete their academic tasks, achieve good or higher academic results or be certified by the training institution to complete the training program.

Individuals transferred to work or transferred within the year, the consideration for awarding the titles "Advanced Laborer", "Advanced Soldier" is presided over by agencies, organizations, and units managing and using individuals at the time of consideration for awarding.

In addition, if an individual has worked for another agency, organization, or unit during the year, the agency in charge of considering the title is responsible for collecting written comments from the agency, organization, or unit where the individual has worked to serve as a basis for evaluation and evaluation.

For cases of assignment, the cadre management agency presides over the consideration for awarding titles based on the comments of the agency, organization, and unit receiving the assignment.

The draft also stipulates that the title "Advanced Labor Collective" is not considered for newly established collectives under 6 months, and at the same time, the titles "Advanced Labor", "Advanced Soldier" are not considered for newly recruited individuals under 6 months.
