According to the plan, by 2030, Ho Chi Minh City will focus on developing an urban-rural model in the direction of "villages in cities, cities in villages," in order to combine the preservation of inherent cultural values with sustainable development.
The city space is organized in a multi-center orientation, forming creative knowledge urban areas, industrial - urban - service areas and a "city within a city" model.
Ho Chi Minh City will have a central urban area and 6 affiliated urban areas, including Thu Duc City (type I urban area) and 5 satellite urban areas meeting the standards to be upgraded to cities, including: Cu Chi, Hoc Mon, Binh Chanh, Nha Be and Can Gio.
After 2030, these urban areas will gradually develop into independent urban areas, including the central urban area, Thu Duc urban area, Cu Chi - Hoc Mon urban area, Binh Chanh urban area, District 7 - Nha Be urban area and Can Gio marine ecological urban area.
By 2050, Ho Chi Minh City will complete the construction of a multi-center model, meeting the goal of sustainable development.
According to the planning scheme, Cu Chi district is planned to become an urbanized area north of Ho Chi Minh City, focusing on industrial centers and high-tech zones.
This district will develop high-tech agriculture, ecological urban areas, and a trade - service - tourism system.
In particular, Cu Chi will continue to preserve historical, cultural and revolutionary values, while expanding educational, medical and health care activities.
Hoc Mon District is oriented to develop into an international university urban area, combining trade, services, and professional training. It also focuses on developing logistics, high-tech industry, along with ecological agriculture applying modern technology.
Binh Chanh District is an urbanized area in the West, expected to become a center of industry, health care and education. This district will also develop strongly in the fields of medicine - biochemistry - pharmacy, ecological agriculture, and modern commercial services.
Nha Be District will be the urbanized area in the South of Ho Chi Minh City, with a prominent role in the development of seaports and port cities. At the same time, this district will build a concentrated information technology zone, an exhibition center, a high-tech medical zone, a concentrated university area, and commercial and entertainment services.
Can Gio district, with its strategic coastal location, is planned to become a center for marine economic development based on an international transit port and renewable energy.
This district will protect and develop the world biosphere reserve, and at the same time become a key eco-tourism destination with a modern infrastructure system that adapts to climate change.
