Xuyen Tam Canal is nearly 9 km long, connecting from Nhieu Loc - Thi Nghe canal to Vam Thuat river, flowing through An Nhon ward (old Go Vap district), Gia Dinh, Binh Thanh and Binh Loi Trung (old Binh Thanh district).
The main route is 6.7 km long, connecting from Nhieu Loc - Thi Nghe canal to Vam Thuat river; the remaining three branch lines are about 2.2 km long.
The total investment of the project is over VND17,000 billion, of which the cost of compensation, support and resettlement alone has accounted for VND14,000 billion, reclaiming land from more than 2,230 households and organizations.
According to the Ho Chi Minh City Urban Infrastructure Construction Investment Project Management Board ( urban Infrastructure Board - investor), the XL-03 package (through An Nhon and Binh Loi Trung wards) started construction in May 2025, but there are still 29 households in An Nhon ward and 20 households in Binh Hoa Residential Area (Binh Loi Trung ward) that have not yet handed over the site.

In An Nhon ward, there are still 43 cases that need to adjust and supplement compensation, support and resettlement plans. In addition, there were 17 cases of land purchase and sale using handwritten documents or certificates (12 cases before July 1, 2014 and 5 cases after this time).
The People's Committee of An Nhon Ward is preparing and approving 43 additional adjustment plans, and at the same time developing plans for households buying and selling handwritten documents. People transacting before July 1, 2014 will be compensated and resettled according to regulations; and after this time frame, they will only be compensated to the person directly managing them, and at the same time, consider supporting social housing if they meet the conditions.
The government aims to mobilize and persuade the handover of the site by the end of October 2025; in case of non-compliance, enforcement measures will be applied according to regulations.
In particular, 20 cases in Binh Loi Trung ward in Binh Hoa Residential Area (formerly invested by Tan Thuan Company) have not been completely resolved, despite many directives.
The People's Committee of Binh Loi Trung Ward will coordinate with the Compensation and Site Clearance Board of Binh Thanh District and Tan Thuan Company to agree on capital sources and detailed plans, striving to complete the site handover in November 2025.

The two important packages XL-01 and XL-02 through Binh Loi Trung ward, Gia Dinh ward and Binh Thanh ward are expected to start construction in November 2025, currently facing serious land clearance problems.
Of the total 2,078 households that had to reclaim land in these 3 wards, only 115 households handed over the land.
A difficulty that needs to be handled is 394 cases of buying, selling, transferring, giving away handwritten documents/diplomates (Binh Thanh ward alone has 190 cases, Gia Dinh 121, Binh Loi Trung 66, An Nhon 17). Many cases arose after July 1, 2014.
The Department of Agriculture and Environment proposed that the Ho Chi Minh City People's Committee assign the Binh Thanh Ward People's Committee to preside over and coordinate with relevant wards to agree on a solution, avoiding comparisons and complaints between households.
One of the major bottlenecks is the resettlement policy. The project has a real estate fund allocated in 6 plots, 10 apartment buildings and 1 social housing project. The selling price of apartments has been determined, but the rental and lease prices - especially at the social housing project No. 04 Phan Chu Trinh (formerly Binh Thanh District) have not yet been issued.
Due to lack of legal basis, the People's Committees of wards cannot issue decisions to reclaim land for households that are only eligible for resettlement arrangement in the form of lease or hire-purchase.
In addition, there are no specific instructions on determining the minimum resettlement rate. The Department of Agriculture and Environment has proposed that the minimum resettlement quota is calculated according to the lowest price of land or apartments in the commune-level area where the land is recovered, or equivalent area.
