Similarly, Vicem Tower (at Lot 10E6 Cau Giay New Urban Area, Nam Tu Liem District, Hanoi) is located on prime land adjacent to Pham Hung Street - Mac Thai To Street and Ring Road 3.
The project has only completed the rough part of the building. The construction site has not had any construction activities since August 2015, causing grass to grow in many places and the surrounding fence has deteriorated. The investor's representative said that currently the unit is completing licensing procedures and adjusting the project in the direction of reducing investment scale to continue construction and put it into operation and use. It is expected that the project will be put into operation by the end of 2025 or early 2026.

By the end of June 2024, the city has directed the handling of 705 projects with a total area of 11,345 hectares of land that have had inspection, inspection, post-inspection conclusions and directed handling, assigning units to continue monitoring. , urge to speed up investment progress and put land into use.

Of the 712 projects, 410 projects with a total area of over 9,089 hectares of land were removed from the list of slow implementation projects and continue to be monitored according to the provisions of law.
Most projects violate the City People's Committee's regulations related to planning, finance, land, and auctions. Some projects, after being inspected and reminded, asked for an extension to process procedures, overcome shortcomings and request to be taken off the list. With these projects, Hanoi said it will seriously inspect, review and consider each specific case, determined not to let violations slip.
In the last 6 months of the year, Hanoi City continues to review off-budget capital projects that use land; Organize and classify projects into groups of slow-moving projects; Assign departments, branches and People's Committees of districts, towns and cities to carry out inspection, examination and draw conclusions for each project to clarify the causes and propose solutions; Drastically handle and thoroughly resolve projects that are behind schedule and slow in implementation.
When the 2024 Land Law takes effect, the situation of applying for projects but "holding land" year after month will be prevented, eliminating land waste. Land allocated, leased, allowed to change use purpose, recognized by the State, or received transfer of land use rights to implement investment projects without being used for 12 consecutive months from the date of receipt of land use rights. On-site handover or land use progress that is 24 months behind the progress recorded in the project will be revoked.
