On December 31, the Department of Agriculture and Environment of Khanh Hoa province said that it had sent a document to the People's Committees of communes, wards and the Provincial Police, warning about the situation of forging information about "the campaign to enrich and clean up the national land database" to deceive people.
Previously, on December 24, Tan Dinh Commune People's Committee reported that some subjects forged documents and invitations from the Department to access citizens.
During the process of receiving citizens, Mr. P.N (resident of Tan Dinh commune) said that he had received an invitation letter stating the name of the Department of Agriculture and Environment, along with a plan to implement the above campaign.
After that, Mr. N also received a call from phone number 0822567648, requesting to make friends with Zalo to "guide information declaration" on a website.
The Department of Agriculture and Environment has inspected and identified this as a fake document. The campaign to clean up and enrich the land database in the province has been completed and on December 4, 2025.
The Department of Agriculture and Environment has advised the Provincial People's Committee to issue document No. 216/BC-UBND reporting to the Ministry of Agriculture and Environment. From that time, the Department of Agriculture and Environment has not issued any additional plans, guidelines or invitations related to this campaign.
In addition, the format, content of the document and the signature of the Deputy Director of the Department on the invitation letter were not in accordance with regulations and did not match the current signature of Mr. Nguyen Ngoc Tuyen.
The Department of Agriculture and Environment requested the People's Committees of communes and wards to strengthen information and warnings to people and organizations to prevent fraud; and at the same time requested the Khanh Hoa Provincial Police to consider and handle the case according to legal regulations.
