As reflected by businesses and people, the implementation of social housing projects in the city is facing difficulties in accessing preferential loans from the 120 trillion VND support credit package. Lending interest rates of commercial banks are relatively high, and the preferential interest period is short. Support capital through the Bank for Social Policies for the period 2024-2025 has not been allocated budget capital to carry out loans under the Social Housing Loan Program.
Regarding the conditions to buy social housing according to the law, there are still many shortcomings. The majority of workers in industrial zones, low-income people, and people living in old, degraded apartments have not had access to information about social housing or have encountered difficulties in implementing the procedures for renting and buying. Regarding beneficiaries of social housing policies, the city prioritizes households living in old, degraded apartments; Workers and laborers are from outside the province, residing far from the workplace, working in industrial zones and clusters, and low-income people in urban areas. The Chairman of the City People's Committee assigned the Economic Zone Management Board to organize a needs assessment and register to buy social housing of workers working in industrial zones. Localities assess people's needs and register to buy social housing in old apartments, completed after 1 month.
The Department of Construction studies the calculation of social housing prices according to unit location; inspect the operations of real estate trading floors; Publicize specific information about implementation progress, approved selling price, rental price, expected price, transaction location of the investor, trading floor of each social housing project so that people in need demand to grasp. The City People's Committee Office studies and advises and proposes that the city establish a Steering Committee for social housing development in a streamlined and effective direction.
