According to Lao Dong reporters, due to the current state of degradation and serious leakage, many households in Nghia Do apartment building (Cau Giay district, Hanoi) have recently had to move to other places to live for safety reasons and inconvenience in daily life.
Ms. Nguyen Thi Ngoc (56 years old, living on Phung Chi Kien Street, Cau Giay District) said that after decades of use, the old apartment building here has deteriorated. Many households, unable to bear the sight of leaking ceilings and peeling paint all year round, have moved to temporary housing (arranged by the investor renovating the apartment building) nearly 1km away to live.
"Not only is the common well area of the apartment complex seriously degraded, it has also become a place for residents to dump garbage, causing severe pollution and a foul smell," said Ms. Ngoc.
Similarly, Mr. Nguyen The Cuong (living in Nghia Do apartment building, Cau Giay district) confided that the apartment building has not been repaired for a long time, leaks all year round and is degraded.
According to Mr. Cuong, most residents have agreed to relocate and clear the area, but so far, the investor has not made any moves to renovate the apartment complex. Many families with elderly people and children have even had to move to temporary housing to ensure their health.
According to Lao Dong's research, Nghia Do apartment complex has 5 floors with two rows A and B, put into use since 1976. After many years of exploitation and use, up to now, the 2 rows of houses have become dilapidated, degraded and some items have been severely damaged.
The Hanoi People's Committee and Cau Giay District People's Committee have approved the investment and construction project to renovate houses A and B of Nghia Do Collective Housing Area since 2013.
The total investment of the project is expected to be around 995 billion VND, with the implementation period calculated from the first quarter of 2013 and completed and put into use in the first quarter of 2016. However, up to now, the project remains inactive.
Referring to this content, Mr. Bui Tien Thanh - Head of Urban Development Division (Hanoi Department of Construction) - informed that Hanoi City is very interested in the content of renovating old apartment buildings and collective houses.
However, the renovation of old apartments and collective houses in the capital still has many bottlenecks such as the legal basis for selecting a consulting unit to conduct inspection and assessment of the quality of apartment buildings, approve detailed planning 1/500; select investors; costs for preparing master plans and coefficient K (compensation coefficient) when implementing compensation and resettlement support plans.
Regarding the progress of detailed planning, Hanoi City has also assigned the People's Committees of districts where old apartment buildings are located to preside over the preparation and submission for appraisal of detailed planning, master plans and architectural plans as a basis for selecting project investors.
