On November 3, in Hanoi, the General Department of Defense Intelligence (General Department II) held a conference to hand over the responsibilities and tasks of the Director General of General Department II. General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense attended and directed the conference.
Implementing the decisions of the Prime Minister and the Minister of National Defense on personnel work and the direction of the Central Military Commission Standing Committee, at the conference, Lieutenant General Pham Ngoc Hung handed over the responsibilities and tasks of the Director General of General Department II to Lieutenant General Tran Cong Chinh, Political Commissar of General Department II.
Speaking at the conference, General Phan Van Giang acknowledged and highly appreciated Lieutenant General Pham Ngoc Hung in recent years, in his position as Deputy Secretary of the Party Committee, General Director, Head of the Intelligence Steering Committee of General Department II, and Chief of Military Intelligence and Reconnaissance of the entire army, who together with the Standing Committee, Party Committee, and General Department Commander led and directed General Department II and the entire Defense Intelligence sector to complete all aspects of work well and comprehensively, with many aspects completed excellently, contributing to the increasingly enhanced position, prestige, and role of Vietnam's Defense Intelligence.
Assigning the task of General Director of General Department II to Lieutenant General Tran Cong Chinh, General Phan Van Giang hoped that Lieutenant General Tran Cong Chinh in his new position will continue to strive, practice, promote revolutionary ethics, further improve his working capacity, and together with the Standing Committee, Party Committee, and Command of General Department II, lead and direct the unit and the entire Intelligence sector to successfully carry out all assigned tasks, worthy of the trust of superiors in him personally and the entire force.
Agreeing with the content of the Handover Minutes and the opinions expressed at the conference, General Phan Van Giang highly appreciated the leadership, direction, responsibility, and spirit of solidarity and unity in the Standing Committee, Party Committee, and command of General Department II.
General Phan Van Giang requested that, in order to well meet the requirements and tasks in the coming time, the Defense Intelligence Service must always proactively grasp the situation, improve its research and strategic forecasting capabilities; promptly advise the Party, State, Central Military Commission, and Ministry of National Defense on appropriate policies and countermeasures to firmly protect the Fatherland "early and from afar", absolutely not to be passive or surprised;
Well perform the functions and tasks of comprehensive strategic intelligence, increase the effectiveness of consulting and proposing to contribute to promoting the cause of industrialization, modernization, economic, cultural and social development; make worthy contributions to the successful implementation of the strategic goals of the Party, State and Army.
Proactively implement measures to improve the leadership capacity and fighting strength of Party committees and organizations at all levels, and comprehensively lead all aspects of the unit's work.
Focus on building the Party Committee of General Department II to be clean and strong in politics, ideology, organization, ethics and personnel. Synchronously deploy solutions to build the organization, apparatus and structure of the Intelligence force to be "refined, compact, strong, professional, effective and functional".
