Pursuant to Article 133 of the 2024 Land Law, it is specifically regulated as follows:
Article 133. Registering changes
1. Registration of changes is carried out in cases where a Certificate of land use rights or a Certificate of house ownership rights and land use rights or a Certificate of house ownership rights or a Certificate of construction ownership rights or a Certificate of land use rights, house ownership rights and other assets attached to land or a Certificate of land use rights and ownership rights of assets attached to land has the following changes:
a) Land users and owners of assets attached to land exercise the rights to convert, transfer, inherit, donate land use rights and assets attached to land; contribute capital with land use rights and assets attached to land; lease, sublease land use rights in infrastructure construction and business projects; transfer projects using land;
b) Land users and owners of assets attached to land are allowed to change their names;

3. In cases of registration of changes specified in Points a, b, i, k, l, m and q, Clause 1 of this Article, within 30 days from the date of change, the land user must register the change with the competent authority; in case of enforcement of a judgment, the change registration period is calculated from the date of handover of the enforcement property, the auctioned property; in case of inheritance of land use rights, the change registration period is calculated from the date of completion of division of land use rights as inherited assets according to the provisions of civil law or from the date the judgment or decision of the Court takes legal effect.
Thus, when inheriting land use rights, it is necessary to register changes according to regulations at competent authorities, the time limit for registration changes is calculated from the date of completion of division of land use rights as inherited assets according to the provisions of the law on civil matters or from the date the judgment or decision of the Court takes legal effect.
