The Ministry of Agriculture and Environment received a petition from voters in Thanh Hoa province sent by the Government Office in response to voters' petitions after the 9th Session of the 15th National Assembly with the content: "Request the Government to study and promptly adjust land prices and support levels to suit the current time. In fact, compensation land prices are often lower than market prices, causing people to not receive satisfactory compensation when the State reclaims land.
Regarding this proposal, the Ministry of Agriculture and Environment has the following opinions: The 2024 Land Law specifically stipulates that compensation land prices are specific land prices at the time of approving the compensation, support and resettlement plan (Clause 2, Article 91, Point e, Clause 1, Article 160); Resettlement land prices are land prices determined according to the land price list at the time of approving the compensation, support and resettlement plan (Clause 3, Article 111); The land valuation method is specifically regulated in Decree No. 71/2024/ND-CP dated June 27, 2024 of the Government regulating land prices (amended and supplemented by a number of articles in Decree No. 226/2025/ND-CP dated August 15, 2025 of the Government regulating the amendment and supplementation of a number of articles of the decrees detailing the provisions of the Land Law).
In addition to land compensation, depending on each specific case, people whose land is recovered are also entitled to support for stabilizing their lives; supporting stable production and business; supporting the relocation of livestock; supporting training, job conversion and job search; resettlement support (in Clause 4, Article 91, Article 108). Thus, the current land law has full regulations on land prices, compensation, support, resettlement, ensuring the rights and interests of people whose land is recovered.
