Calculating the plan to recalculate land prices at the time of land allocation
At the meeting, Chairman of Khanh Hoa province Nguyen Tan Tuan said that the locality has 11 projects that have been resolved according to Resolution 170/2024 of the National Assembly on specific mechanisms and policies to remove difficulties and obstacles for projects, land, etc.
However, Khanh Hoa still has 300 similar illegal projects, so Mr. Nguyen Tan Tuan proposed to remove them similar to Conclusion No. 77 of the Politburo on removing illegal projects.
Yesterday, Deputy Prime Minister Ho Duc Phoc inspected a number of typical projects in Khanh Hoa before suggesting ways to remove obstacles in each specific case.
For example, the Tropicana Nha Trang Commercial, Hotel and Apartment Complex (Tropicana Nha Trang project, No. 40 Tran Phu Street), was once allocated land by Khanh Hoa without auction.
Meanwhile, Resolution 170/2024 of the National Assembly has a clear list, not named the Tropicana Nha Trang project.
From there, Deputy Prime Minister Ho Duc Phoc suggested 2 solutions. The land can be re-auctioned, and the winning enterprise can be selected.
Another way is to handle it to help the project "revive" in the direction of resolving "land allocation rights". Deputy Prime Minister Ho Duc Phoc cited in Resolution 170 of the National Assembly that he accepted land allocation and recalculated land prices at the time of land allocation.
If resolved in this way, huge resources will be collected and legal problems of projects will be solved.
The Government will also gather and propose to the National Assembly to authorize the Government to resolve project issues similar to Resolution 170.
Land allocation to the province for auction and refund to enterprises
For the land plot at 48-48A Tran Phu (greater than 3,642m2) of Agribank, it was seized by the Investigation Police Agency of the Ministry of Public Security before Khanh Hoa reclaimed it.
Deputy Prime Minister Ho Duc Phoc commented that the previous procedures for revocation were not correct because the locality had not yet established an inspection team; made a record and imposed administrative penalties before the revocation.
Regarding the solution, the Deputy Prime Minister suggested that if the previous decision to reclaim is correct, the locality can organize an auction of land use rights in accordance with the current planning.
At the same time, the locality returned the money to Agribank that it had paid 15 years ago, which was 221 billion VND (excluding interest). This option was also approved by the leaders of Agribank.
The working headquarters of Khanh Hoa Radio and Television Station was previously implemented under the BT (build - transfer) form. Up to now, the new TV station has been completed by the investor but cannot get the old TV station land.
The Deputy Prime Minister suggested that this land should be auctioned at the present time.
The Bach Viet Hotel Project (area of 2,754.8m2) has been completed but has been abandoned since 2018.
The Deputy Prime Minister assessed that the settlement was very difficult because the investor had not paid the land use fee but had collected the money from customers.
