Regarding the issue of "bottlenecks causing abandoned golden land in Khanh Hoa" that Lao Dong Newspaper has reported, Chairman of the Provincial People's Committee Nguyen Tan Tuan shared about solutions to remove them.
- Can you tell us some local directives to unlock land resources and the results achieved?
- Khanh Hoa province has issued a resolution, action program and plan to implement Resolution No. 18-NQ/TW in 2022 in accordance with the natural characteristics, economic, political, social, security and defense situation of the locality.
Khanh Hoa has directed relevant departments, branches and agencies to study the institutions, viewpoints and policies of the Party, and contribute opinions on draft legal documents and draft amended land laws.
In which, focusing on a number of policy groups including innovating and improving the quality of land use planning and plans; perfecting regulations on land allocation, land lease, and land use purpose conversion; perfecting regulations on compensation, support, resettlement, and land recovery for national defense and security purposes; socio-economic development for national and public interests.
In addition, it also completes the mechanism for determining land prices; financial mechanisms and policies on land; legal regulations related to the real estate market; promotes administrative reform, digital transformation; strengthens inspection, examination, supervision, handling of violations...
In the coming time, Khanh Hoa province will continue to review and approve land use planning at all levels.
- After the conclusions of the Central agencies on some land violations, Khanh Hoa has immediately started to fix them. However, the process of handling and resolving some projects has led to prolonged complaints and denunciations. Please tell us the causes and solutions of the locality.
- Based on the conclusions of the Central agencies, Khanh Hoa province has immediately started to overcome the shortcomings and limitations in the projects.
However, because the projects have gone through many periods; legal regulations have changed and adjusted, so there is still no consensus between state agencies and investors.
Up to now, Khanh Hoa has received and resolved complaints and lawsuits from the Investor according to regulations.
Regarding problems with mechanisms and policies, Khanh Hoa proactively reports and asks for guidance from central agencies.
Currently, the Politburo and the National Assembly have issued conclusions and Resolutions to remove projects after the inspection and examination conclusions.
Khanh Hoa alone has developed a plan to implement the project " Plan to remove difficulties and obstacles related to projects and land in the conclusions of inspections, examinations, and judgments in a number of provinces and cities".
Thus, the implementation of the above plan will contribute to removing difficulties and obstacles as well as completely resolving complaints and lawsuits of investors.
- In Khanh Hoa province in general and Nha Trang city in particular, there is still a situation of abandoned prime land. Meanwhile, the locality has developed a plan to organize an auction of some land lots but the results are not as expected?
- Land auctions face many difficulties, have not met expectations and have not helped increase budget revenue.
One of the objective reasons for unsuccessful auctions is the economic recession.
In the coming time, the locality will implement the simplification of procedures related to land auctions, creating an open and transparent investment environment.
In addition to direct auctions, the province has also researched and encouraged units organizing auctions for land use rights to implement and apply other forms of auctions such as online auctions, closed voting auctions... to increase competitiveness.
Khanh Hoa will also increase investment promotion activities, introduce auctioned land lots to investors.
These adjustments demonstrate the determination of Khanh Hoa provincial leaders. However, the effectiveness of these policies requires time to be evaluated objectively and comprehensively.
