Being facilitated, but the investor has not decisively implemented the project
On June 24, Mr. Nguyen Cong Hoang, Vice Chairman of Quang Ngai Provincial People's Committee, chaired a meeting to give opinions on the development situation of social housing and rental housing in the province.
Speaking at the meeting, Mr. Nguyen Cong Hoang acknowledged the efforts of departments, branches, and localities in accompanying investors to implement social housing projects in the province.

To date, the province has called for investment in 2 social housing projects in Tho Phong commune and is implementing investment in 1 project in Phu My urban area, An Phu commune. When completed, the projects will meet more than 1,600 apartments for people, especially workers in Dung Quat Economic Zone and industrial parks in the province.
However, the development of social housing still faces many difficulties. From the beginning of 2026 to now, the province has not had any more social housing completed and put into use. Meanwhile, the target assigned by the Government in the year is to complete 1,000 units. In addition, some investors have not decisively implemented projects even though they have been facilitated to implement them according to regulations.
Mr. Nguyen Cong Hoang requested departments, branches, and localities to closely coordinate and create the most favorable conditions for investors in the project implementation process.
In which, the Provincial Land Fund Development Center coordinates with localities to accelerate compensation and site clearance for projects that have been approved; and at the same time review and advise on adjusting and supplementing infrastructure items outside the project fence for synchronous implementation.
The Department of Construction proactively works with investors, promptly removes difficulties and obstacles; advises competent authorities to consider and resolve. In addition, requires investors to commit to the implementation progress; if delayed, they must be held responsible.
The Department of Finance advises on allocating funds for the social housing development fund. At the same time, it should be noted that the appraisal of investment policies and dossiers of social housing development investment projects must be strict; prioritize and create conditions for qualified and capable investors.
The province plans to arrange 42 locations for social housing development
Regarding the development of rental housing according to the Government's policy, Vice Chairman of the Provincial People's Committee Nguyen Cong Hoang assigned the Department of Construction to coordinate with departments, branches, and localities to review land funds, prepare clean land funds to be ready for implementation when there are mechanisms and policies from the Central Government.

Along with that, coordinate with the Dung Quat Economic Zone Management Board and provincial industrial parks and related units to fully statistically count the number of rental houses and official houses in the province to report to the Ministry of Construction; and at the same time publicize information to serve investment attraction and deploy policies to develop rental housing in the coming time.
Developing social housing and rental housing is an important task in the current period. This is not only a solution to ensure social security but also creates conditions for officials, civil servants, public employees, workers, and laborers to stabilize their lives, feel secure in working and contributing; contributing to promoting the development of the province in the coming time.
Therefore, it is proposed that departments, branches, units, and localities coordinate with investors to accelerate the implementation progress and promote the effectiveness of projects," Mr. Nguyen Cong Hoang emphasized.
As of June 2026, the whole province has 412 social housing apartments completed and put into use from projects implemented in the 2021-2025 period.
According to Resolution No. 7/2026/NQ-CP dated January 12, 2026 of the Government, Quang Ngai is assigned to complete 8,356 social housing units in the period 2025 - 2030; in 2026 alone, 1,000 units must be completed.
According to the approved Housing Development Program, the province plans to arrange 42 social housing development locations with a total area of more than 461 hectares.
