The joint venture of investors Hanoi Housing Investment and Development Corporation (HANDICO) and Viglacera Corporation - JSC has just publicly announced the list of dossiers that meet the conditions according to regulations at the CT3 Kim Chung Building, belonging to the Social Housing Construction Investment Project at land plots CT3, CT4 Kim Chung New Urban Area (Thien Loc commune, Hanoi).
According to the announcement, the list recorded 3,654 valid applications. Among them, the number of home purchase registrations accounted for the largest with 3,372 applications; the rest were 222 lease-purchase applications and 58 lease registration applications.

Talking to Lao Dong Newspaper, Mr. Nguyen Thanh Trung - Director of the Project Management Board, representative of the Handico & Viglacera Investor Consortium - said that many people are confusing residence and housing ownership.
Mr. Trung emphasized that the review does not depend on the current temporary residence of the registered person. The current residence may only be a place to rent or stay, so it is not possible to base on the address to assess eligibility to buy social housing.
He also said that for cases residing in areas such as high-class urban areas, they can still be eligible to buy social housing if they meet the criteria for income and housing status according to legal regulations.
Regarding the new regulations, allowing people who already have a house but are 20 km or more away from their workplace to still buy social housing, Mr. Trung said that the unit's project does not apply this regulation. Currently, businesses are still implementing according to the provisions of Decree 100.
Mr. Trung added that the CT3 Kim Chung social housing project is expected to organize an online draw in June 2026.
According to the plan, the draw will be organized according to each target group and specific time frame. Morning is for cases of registering to buy social housing; afternoon is for cases of lease-purchase and lease. Priority groups will be implemented according to regulations before conducting the draw for the remaining dossiers.
The social housing project at plots CT3, CT4 of Kim Chung New Urban Area includes 3 12-story buildings with a total of 1,004 apartments. Including 929 social housing units for sale, lease-purchase and lease, and 175 commercial apartments.
The apartments have an area from about 49.75 m2 to 63.8 m2. According to the investor, the project is currently in the completion phase and is expected to be handed over and put into use in the fourth quarter of 2026.
