The official dispatch sent to the Ministry of Construction stated that, implementing the Secretariat's Directive and the Prime Minister's Decision on strengthening the Party's leadership in the development of social housing in the new situation with the content: "... expand social housing development capital from local development investment funds and foreign capital...", currently, the People's Committee of Bac Ninh province is studying the policy to assign the Bac Ninh Provincial Development Investment Fund as the investor of social housing projects in the province.
The Bac Ninh Provincial Development Investment Fund is a non-budgetary state financial fund established by the Provincial People's Committee, operating not for profit, capital preservation and development; performing the function of lending and investment locally according to the provisions of Decree 147/2020/ND-CP dated December 18, 2020 of the Government.
The People's Committee of Bac Ninh province performs the function of representing the state owner of the Fund.
The People's Committee of Bac Ninh province requests the Ministry of Construction to guide, according to the provisions of the Housing Law, the Construction Law, Decree 100, is the People's Committee of Bac Ninh province assigning the Bac Ninh Provincial Development Investment Fund as the investor of social housing projects in Bac Ninh province in accordance with the provisions of the law on housing and current construction law?
"The Chairman of the People's Committee of Bac Ninh province respectfully requests the Ministry of Construction to pay attention and soon issue a document guiding the locality to organize implementation in accordance with regulations," the document stated.
According to a recent report by the People's Committee of Bac Ninh province, in the first 9 months of 2025, the locality has completed 12,649 more apartments, reaching about 80% of the target assigned by the Prime Minister in 2025 (15,920 apartments).
Regarding the target for 2026, Bac Ninh province registered to develop 20,000 social housing units (an increase of more than 2,000 units compared to the target assigned by the Government).
