According to the indictment prosecuted by the Khanh Hoa Provincial People's Procuracy, the defendants who are former officials of Khanh Hoa province have committed many violations in selecting investors, issuing Investment Certificates, Adjusted Investment Certificates; agreeing on architectural plans, planning; deciding on land allocation, land lease; land valuation, approving land prices; issuing Land Use Rights Certificates without auctioning land use rights, auctioning projects using land.
According to the Valuation Conclusion of the Ministry-level Criminal Asset Valuation Council, the amount of state budget money lost and wasted at the time of October 21, 2015 was more than 5.6 billion VND; the difference at the time of prosecution of the case (January 6, 2022) was more than 356 billion VND.
