On June 30, the Vietnam Association of Construction Contractors (VACC) in coordination with Tien Phong Newspaper held a press conference to announce the Program "Evaluation of Capacity and Honoring Vietnam Construction Contractors 2026".
Mr. Nguyen Quoc Hiep - Chairman of the Vietnam Association of Construction Contractors, Chairman of the Vietnam Construction Contractor Capacity Assessment Council said that in the context of Vietnam's economy making a strong breakthrough towards the goal of double-digit growth, the construction industry plays a role as a core driving force. However, the rapid but "spontaneous" development of tens of thousands of businesses requires a professional evaluation system. To solve this problem, the Vietnam Association of Construction Contractors (VACC) and Tien Phong Newspaper officially announced the contractor capacity assessment and ranking program.

The construction industry currently contributes 8-9% to the country's GDP. Especially in 2026, the State decided to invest huge capital of up to 1 million billion VND in public investment projects, with the majority focusing on technical infrastructure. Despite possessing a powerful force with an estimated 10,000 businesses of diverse scale from central to local levels, the construction industry is developing spontaneously according to market requirements. The industry is still lacking a systematic system of capacity assessment and ranking standards to clearly decentralize like the organization of a professional football tournament.
To aim for professional learning from developed economies (such as Japan, Korea, Singapore, China), VACC is supported by the Ministry of Construction to implement a contractor capacity assessment system.
This program is a pilot program, focusing on honoring leading large enterprises in 3 key areas: Civil construction; Construction of transport projects; Mechanical and electrical engineering. These three majors are assessed as basically fully reflecting the face of large enterprises in the industry.
Mr. Dam Duc Bien - Deputy Director of the Economic - Investment Management Department of Construction (Ministry of Construction) said that in the context of the State promoting synchronous infrastructure development investment, the construction industry plays a key role in socio-economic development. Construction enterprises have strongly developed in scale, financial capacity, human resources and technology, contributing to creating many key projects nationwide.

However, the market still lacks a complete, updated and scientifically assessed database system on business capacity. This is an urgent requirement to improve management efficiency, increase transparency, create a healthy competitive environment and support investors in contractor selection.
The Ministry of Construction welcomes and supports the VACC Association to pilot a program to assess capacity and honor major contractors in some key areas.
The Ministry of Construction requests that the system of evaluation criteria must ensure scientific, objective, transparent and verifiable, comprehensively reflecting the enterprise's capacity from finance, human resources, experience, technology to operational efficiency and market reputation.
In the coming time, the program needs to continue to improve and expand the scope of assessment, contributing to standardizing business capacity and improving the competitiveness of Vietnam's construction industry.
