On June 29, Deputy Minister of Construction Bui Xuan Dung chaired the conference "Population of the 2025 Construction Law and legal documents detailing its implementation".
One of the notable changes of the 2025 Construction Law is the reform of construction permit procedures. According to new regulations, state management agencies only carry out control once for each project or work from the preparation stage to the commencement.
Projects that have been appraised by specialized agencies for feasibility study reports will be exempt from construction permits. On June 29, Housing and Urban Development Investment Corporation - Co., Ltd. (HUD) opened to receive applications for registration to buy, lease, and lease-purchase social housing at land plots CT-05 and CT-06 belonging to the Thanh Lam - Dai Thinh 2 New Urban Area Project, Quang Minh commune, Hanoi (phase 1).

According to research, the CT-05 social housing project, the number of apartments for sale is 89 units, the area of apartments ranges from 56.12 m2 to 68.38 m2. In which, the recovery in the form of lawsuits in court is 59 points, the empty house point managed by the Housing Business Company is 32 points; 159 points of house and land recovery according to Decree No. 108/2024/ND-CP and 23 points not yet recovered according to the city's direction.
Ho Chi Minh City decentralizes 26 land tasks to Chairmen of Ward and Commune People's Committees
Ho Chi Minh City People's Committee has just issued a decision to decentralize the Chairman of the Commune-level People's Committee to perform 26 tasks in the field of land according to Clause 1, Article 14 of Decree No. 49/2026/ND-CP of the Government.
The decentralization aims to increase proactiveness for grassroots authorities, shorten the time to resolve administrative procedures, and at the same time improve the efficiency of state management of land.
Notably, the Chairman of the Commune-level People's Committee is allowed to decide on land allocation, land lease, and permit land use purpose conversion for individuals; allocate land to residential communities and allocate agricultural land to individuals according to the provisions of the Land Law.
