Location for receiving red book documents

People submit applications for red book exchange at the Public Administration Service Center; Office or Branch of the Land Registration Office; People's Committee (UBND) of the commune where the land is located or submit directly at the Public Service Portal.

Step 1: Submit application for red book issuance

People submit applications for reissuance of red books to the Public Administration Service Center; Office or Branch of the Land Registration Office or People's Committee of the commune where the land is located.

Step 2: Receive documents

The competent authority receives and checks the legality of the dossier. If the documents are complete, the authorities will schedule a time to return the results. In case the dossier lacks documents, the competent authority will return it and require the people to supplement and complete the dossier.

Note, in case the Public Administration Service Center receives the application, the application must be transferred to the Office or Branch of the Land Registration Office.

Step 3: Carry out land registration

The competent authority will conduct a field inspection if the location of the land plot on the old red book does not match the reality. Approving the cadastral survey when there is a requirement to re-determine the size and area of the land plot. Or take a cadastral map if the area does not have a map or the map is damaged.

After that, the competent authority will send the Financial Obligation Information Transfer Form (Form 19 according to Decree 151/2025/ND-CP, amended by Decree 226/2025/ND-CP) to the tax authority if the taxpayer has to pay.

The competent authority updates changes in land records and land databases. At the same time, new red books will be issued and handed over to land users.

In case the red book is being mortgaged, the registration agency will record it in the new book and notify the mortgagee. After receiving the new book, people must return it to the mortgagee, and the old red book must be returned to the Land Registration Office for management.

Time to issue red books

The time for issuing and exchanging red books shall not exceed 5 working days. In mountainous communes, islands, remote areas, and areas with difficult socio-economic conditions, the time to issue and renew red books can be longer.
