The Quang Ninh LNG Power Plant project has a total planned area of nearly 110 hectares, including 68.7 hectares of sea surface and more than 41 hectares of site clearance, affecting 13 households and 6 organizations.
After the two-level local government model officially came into operation from July 1, 2025, the project's site clearance work will be directly implemented by the People's Committee of Cua Ong Ward.
To date, the ward has completed more than 1.7ha of site clearance. On September 17, the People's Committee of the ward issued a decision to enforce land recovery for 8 households and 1 organization subject to land acquisition, and at the same time established a Land Acquisition Enforcement Board to organize mobilization, persuasion, and dialogue with households subject to enforcement. In case households do not comply with the Enforcement Decision, the land will be forcibly reclaimed according to the approved plan.
The People's Committee of the ward is also carrying out the process of confirming the origin of land for 5 households and 4 other organizations.
On September 8, in order for the project to be urgently implemented, the Provincial People's Committee directed Cua Ong ward and the Construction Investment Project Management Board of Area II to strengthen coordination in reviewing the site clearance plan and organizing propaganda and mobilization, creating consensus on project implementation.
Develop a plan to organize compulsory land recovery for organizations and individuals who do not agree to comply with the provisions of law. The Department of Agriculture and Environment provides detailed instructions for investors to promptly complete the procedures for handing over 68.7 hectares of sea surface.

The Quang Ninh LNG Power Plant project was approved by the Provincial People's Committee for investment from October 24, 2021, with the PV Power - Colavi - Tokyo Gas - Marubeni consortium as the investor.
The project has a scale of 1,500 MW, using mixed-cycle gas turbine technology, accompanied by a 500 kV distribution yard, LNG import port, warehouse, gas recycling area, transport pipeline, water channel, traffic route and many auxiliary items.
According to Directive No. 01/CT-TTg dated January 3, 2025 of the Prime Minister, this is a key gas power project, requiring acceleration of progress, striving to operate 1-2 years earlier than planned, in the period of 2026-2028.
