The Hanoi People's Committee is seeking opinions on the draft decision on the rental price framework for social housing invested and built without using public investment capital or trade union financial resources in the city.
The highest social housing rental price applied to a 70m2 apartment in a building with over 30 floors is up to nearly 13.9 million VND/apartment/month. This rental price is equivalent to the rental price of apartments in some commercial projects that have been handed over for over 5 years in districts far from the center such as Mipec Xuan Thuy...
The lowest level belongs to buildings under 10 floors with a minimum rental price of 48,000 VND/m2 of floor, equivalent to 1.2 million VND/apartment/month for a 25m2 apartment.
Ms. Pham Thi Loan (Cau Giay, Hanoi) commented that for many low-income people, spending 2-3 million VND/month to rent a house is a big pressure. Therefore, having to spend nearly 14 million VND/month to rent social housing will be difficult to do.
Mr. Nguyen Tien Phuong (Thanh Xuan, Hanoi) said that he has been working for many years and has a stable income, however, spending about 10-14 million VND/month to rent a house is not suitable. There are many expenses that need to be calculated, so he will not spend such a large amount of money to rent a house.
Regarding the above issue, Mr. Nguyen The Diep - Member of Vietnam Real Estate Association said that social housing tenants are people with low income, therefore, the above price is still quite high and needs to be rebalanced.
Accordingly, if a family of 4 rents a 60-70m2 apartment, they will have to pay 12-14 million VND/apartment/month, which will put a lot of pressure on those who need social support. Therefore, it is necessary to study more realistic prices so that low-income people can access social housing.
Currently, the determination of social housing rental prices in Hanoi is implemented according to Decision No. 25/2019-QD/UBND dated November 5, 2019 of the Hanoi People's Committee. Accordingly, for social housing projects not implemented by the State (funded by enterprises) before leasing, the investor is responsible for submitting a price appraisal to the Department of Construction. The Department is responsible for organizing the appraisal and notifying the appraisal results to the investor. Based on the appraisal results, the investor approves the issuance of the official selling, rental, and hire-purchase prices of the project on the principle that they must not be higher than the appraised price.
According to the draft, the above rental price frame for social housing does not apply to the following cases: Social housing invested in construction with public investment capital and trade union financial resources; Social housing used as accommodation for workers in industrial parks; Social housing invested from State capital for the people's armed forces (if any); The rental price has been agreed upon between the lessor and lessee of social housing.
