Faced with the reality that social housing prices are still quite high compared to people's incomes, many National Assembly deputies have suggested that localities pay special attention to developing social housing for rent to make it more accessible.

Need to strengthen inspection of social housing owners

On October 28, the National Assembly discussed in the hall the report of the National Assembly's Supervisory Delegation on the implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023. National Assembly Delegate Nguyen Thi Viet Nga (National Assembly Delegation of Hai Duong province) pointed out the current reality that there are people who own social housing who are not eligible for this incentive, are not policy beneficiaries, are not poor households, near-poor households or low-income households as prescribed.

“There are even social housing projects that I have seen that have not been accepted yet but the advertisements for sale have appeared on social networks. If there is an inspection to check who is living in social housing, there will certainly be people who are not eligible for incentives,” said National Assembly Deputy Nga.

According to the National Assembly Delegate, this situation has many causes such as violations and errors in reviewing social housing purchase applications, and circumvention of the law to buy and resell. This has led to the consequence that low-income people have more difficulty accessing social housing. Therefore, it is necessary to have timely solutions to prevent and resolutely handle acts of corruption, negativity, and local group interests in the implementation of the law on real estate market management for social housing; strengthen inspection, examination, and audit of social housing quality; strengthen inspection of ownership objects and the process and procedures for reviewing applications for purchasing and leasing this type of housing...

Similarly, National Assembly Delegate Nguyen Van An (National Assembly Delegation of Thai Binh Province) said that to limit the situation of approving the wrong subjects to buy social housing for resale, it is necessary to promote the construction of social housing from the state budget for rent.

Creating favorable conditions for the Vietnam General Confederation of Labor to participate in social housing development

National Assembly Deputy Mai Van Hai (Thanh Hoa Province National Assembly Delegation) said that the people who need to buy social housing are those who do not have much money, whose income is only enough to cover living expenses, do not have savings to pay for a house, and do not even have enough savings to pay the bank loan interest if they get a loan to buy a house.

To provide housing for low-income earners, the National Assembly member suggested that it is necessary to increase the rental housing segment for low-income earners and that low-income earners can rent this housing for life; when they have accumulated enough money, they will use the money to buy commercial housing and reserve that housing fund for others to rent.

The National Assembly deputies also proposed to improve the policy mechanism, creating favorable conditions for the Vietnam General Confederation of Labor to participate in developing social housing for workers in industrial parks to solve the housing needs of workers; directing to remove difficulties so that investors, low-income people, and workers can access loans to invest as well as buy social housing.

“Developing social housing cannot only rely on businesses to invest, but there needs to be a fund specifically for investing in developing social housing for rent. Therefore, I agree with the need to form a social housing development investment fund from the 20% collection of social housing land use fees from commercial housing projects to form this fund” - National Assembly Deputy Mai Van Hai proposed.

According to the report of the National Assembly's Supervisory Delegation, in the period of 2015-2023, about 800 social housing projects have been implemented with a scale of 567,042 apartments, of which: 373 projects have been completed with a scale of 193,920 apartments; 129 projects have started construction with a scale of 114,934 apartments; 298 projects have been approved for investment with a scale of 258,188 apartments. However, the implementation of the Housing Development Program and Plan, the Investment Project to build at least 1 million social housing apartments for low-income people and industrial park workers (period 2021 - 2030) has not met the requirements, most localities have not completed the social housing development targets...
