Delegates cited the current situation that there are people owning social facilities who are not beneficiaries of these incentives, are not beneficiaries of social policies, are not poor, near poor and low - income households.
"There are NOXH projects that have not yet been accepted but the sale of NOXH has appeared on social networking sites such as Facebook and Zalo. If there is an inspection, check who is in the NOXH, make sure that there are people who are not eligible for incentives," said the delegate.
Ms. Hai Duong said that the above situation has many reasons such as having mistakes and errors in considering and approving dossiers to buy social insurance; there is "tricking the law" to buy and sell social insurance. This leads to the consequence that low-income people are more difficult to access social insurance.
Therefore, delegates would like the supervision delegation to consider this issue and make specific recommendations during the inspection.
In the draft Resolution of the National Assembly, the Government is assigned to continue directing ministries and local governments to promptly prevent and strictly handle corruption, negative practices and interests of local groups in the implementation of the law on management of real estate market and development of social housing; concurrently enhance inspection and audit of social housing. Delegates request additional inspection of entities owning social housing to handle relevant violations and procedures for approving applications for purchase or lease purchase of social housing.

Representative Le Thi Thanh Lam (Hau Giang Group) assessed that the number of social projects and the number of social projects is quite modest compared to the housing needs of people throughout the country.
Delegates also proposed to strengthen the inspection and examination to ensure the implementation of social welfare policies in accordance with law; take measures to prevent, prevent and strictly handle violations of deliberate self-seeking policies.

According to delegates, in order to facilitate people's access to social housing, it is necessary to complete the legal corridor on social housing. Early study and promulgate separate documents on bidding and contractor selection; accelerate the implementation of projects on social housing and houses for low - income workers.
Ensure sufficient allocation of state budget funds to implement social support policies, including social support programs for poor households, near-poor households and social support for low-income people in urban areas; reform loan approval policies ... avoid very good policies but are hindered by a “forest of procedures”.
