Ho Chi Minh City stops Nha Rong - Khanh Hoi complex project to build park

HCMC abolished the policy of investing in the Nha Rong - Khanh Hoi Complex project, in order to build a park and cultural space to serve the community.

Ho Chi Minh City People's Committee has just issued a decision to abolish Decision No. 6815/QD-UBND dated December 29, 2016 and Decision No. 177/QD-UBND dated January 12, 2018 on approving the policy for Ngoc Vien Dong Urban Development Investment Co., Ltd. to be the investor of the Nha Rong - Khanh Hoi Complex project.

According to the Ho Chi Minh City People's Committee, the abolition was carried out because previous decisions were no longer in accordance with current regulations.

The Ho Chi Minh City People's Committee assigned the Department of Finance to be responsible for the legal basis, completeness and accuracy of all submitted dossiers for approval, ensuring compliance with legal regulations and assigned authority.

The Ho Chi Minh City Department of Agriculture and Environment is assigned to preside over and coordinate with relevant units to review all dossiers related to land allocation and land use purpose conversion. On that basis, advise the Ho Chi Minh City People's Committee to handle previous related decisions in accordance with legal regulations.

At the same time, this agency also coordinates with relevant units to review and identify reasonable and valid expenses that Ngoc Vien Dong Urban Development Investment Co., Ltd. has implemented (which has been audited), to advise the Ho Chi Minh City People's Committee to consider repayment according to regulations, ensuring harmony of the legitimate rights and interests of the State and investors.

The Ho Chi Minh City Department of Planning and Architecture is responsible for reviewing and advising competent authorities on planning plans and organizing architectural spaces for land areas in accordance with the city's new policy.

Recently, the Standing Committee of the Ho Chi Minh City Party Committee requested to urgently complete the dossiers and legal procedures to promptly start the Nha Rong - Khanh Hoi Port Park project associated with the expansion of the Ho Chi Minh Museum Area, Ho Chi Minh Cultural Space and the project to expand Nguyen Tat Thanh street on the occasion of National Day September 2, 2026.

According to the new planning orientation, the Nha Rong - Khanh Hoi port area will be developed into Nha Rong - Khanh Hoi Port Park with a scale of about 31.5 ha.

This area will be associated with the expansion of the Ho Chi Minh Museum, and at the same time form a large-scale Ho Chi Minh cultural space on the banks of the Saigon River.

In parallel with the formation of the riverside park, Nguyen Tat Thanh street will be expanded from Khanh Hoi bridge to Tan Thuan bridge to a width of 30 - 40 m, with a scale of 6 - 8 lanes.

The project also builds a new Tan Thuan 1 bridge and Hoang Dieu underpass with a minimum of 4 lanes.

The total investment of the Nguyen Tat Thanh road expansion project is about 2,950 billion VND. Ho Chi Minh City sets a target to complete investment preparation and site clearance in 2026, and deploy construction in the 2027 - 2029 period.
