These projects belong to 5 key projects to upgrade and expand existing roads under the BOT (build-operate-transfer) model, implemented by Ho Chi Minh City thanks to the special mechanism from Resolution 98.
According to the pre-feasibility study report, the total cost of site clearance for all four projects accounts for a large proportion of the total investment capital, requiring close coordination between agencies and localities.
At the same time, reasonable compensation and resettlement plans to ensure the rights and consensus of the people.
National Highway 13 (from Binh Trieu bridge to Binh Duong province border) is nearly 6 km long, will be expanded and combined with the construction of a 3.7 km elevated road with 4 lanes, along with a parallel road below with 3 lanes on each side.
Total investment capital: Nearly 20,000 billion VND, of which site clearance costs are about 14,536 billion VND.
Land recovery area: 18.6 hectares in Hiep Binh Chanh and Hiep Binh Phuoc wards (Thu Duc city).
Number of affected households: 853 households partially cleared and 238 households completely cleared.
National Highway 1 (from Kinh Duong Vuong Street to Long An province border) is 9.3 km long, the route is proposed to be widened to 60 m to accommodate 10-12 traffic lanes.
Total investment capital: More than 15,800 billion VND, of which site clearance cost is 11,086 billion VND.
Land acquisition area: 354 hectares, including 15.9 hectares in Binh Tan district and 338 hectares in Binh Chanh district.
Number of affected households: 82 households in Binh Tan district (59 households cleared), 1,036 households in Binh Chanh district (483 households cleared).
Binh Tien Bridge is 3.6 km long, built entirely on high ground, and is 30 to 40 m wide. The route starts from the Binh Tien - Pham Van Chi intersection (District 6), crosses Vo Van Kiet Avenue, Tau Hu Canal, Cay Sung Street (District 8), Doi Canal, Ta Quang Buu Street, before connecting to Nguyen Van Linh Avenue (Binh Chanh District).
Total investment capital: About 6,800 billion VND, of which site clearance cost is about 2,878 billion VND.
Land acquisition area: 21.27 hectares, including 1.55 hectares in District 6; 6.9 hectares in District 8 and 12.82 hectares in Binh Chanh district.
Number of affected households: 398 households, including 125 households in District 6 (53 households cleared), 214 households in District 8 (138 households cleared) and 50 households in Binh Chanh district (9 households cleared).
National Highway 22 (from An Suong intersection to Ring Road 3) is 8.7 km long, the route is expanded to 10 lanes to reduce congestion at the Northwest gateway area.
Total investment capital: 8,400 billion VND, of which site clearance cost is about 5,269 billion VND.
Land recovery area: 18.5 hectares, of which District 12 only accounts for 0.4 hectares, and Hoc Mon district accounts for 18.1 hectares.
Number of affected households: 120 households in District 12 and 1,473 households in Hoc Mon district (311 households cleared).
According to the Ho Chi Minh City Department of Transport, the pre-feasibility study reports of the projects will be completed by the end of 2024 or early 2025. After that, the city will select investors for implementation, expected from 2025 to 2028.
