HCMC reclaims land from more than 2,000 households in the central area to build a project worth more than VND17,000 billion

Ho Chi Minh City is urgently reclaiming land from more than 2,000 households and organizations to implement the Xuyen Tam canal renovation project with a total investment of more than VND17,000 billion.

The Xuyen Tam canal renovation project is nearly 9 km long, passing through An Nhon ward (old Go Vap district), Gia Dinh, Binh Thanh and Binh Loi Trung (old Binh Thanh district). The main route is 6.7 km long, connecting from Nhieu Loc - Thi Nghe canal to Vam Thuat river; the remaining three branch lines are about 2.2 km long.

The total investment of the project is more than 17,000 billion VND, of which the cost of compensation, support and resettlement alone accounts for 14,000 billion VND.

According to the Ho Chi Minh City Urban Infrastructure Construction Investment Project Management Board ( urban Infrastructure Board - investor), the project needs to reclaim land from more than 2,230 households and organizations.

Of which, the XL-03 package through An Nhon ward has started construction since May 2025, but there are still 38/138 cases that have not yet handed over the land. 20 cases of the Binh Hoa Residential Area project (Binh Loi Trung ward) invested by Tan Thuan Investment and Construction Company Limited have not yet been handed over the site.

The site related to Van Lang University was initially still stuck, but on August 10, thanks to the coordination of related units, the investor approached the site, put the machinery into clearing, and prepared to treat the foundation.

According to the Urban Infrastructure Board, all contractors for the XL-03 package have mobilized machinery, equipment and human resources, deployed simultaneously at 6 construction sites, conducted test bored piles, reinforced the foundation with clay cement stakes and piles.

Meanwhile, two packages XL-01 (from Nhieu Loc - Thi Nghe canal to Bui Dinh Tuy bridge, including Cau Son canal) and XL-02 (from Bui Dinh Tuy bridge to Luong Ngoc Quyen street, including Binh Loi canal and Binh Trieu canal) are expected to start construction at the end of 2025 but are still facing major problems in terms of land.

A total of 2,078 cases need to reclaim land, of which Binh Loi Trung ward has 314 cases, Gia Dinh ward has 872 cases and Binh Thanh ward has 892 cases.

Up to now, the Compensation and Site Clearance Board of Binh Thanh District has paid 807 households, but only 89 households have handed over the site (51 households in Binh Thanh, 30 households in Gia Dinh and 8 households in Binh Loi Trung).

Regarding procedures, construction drawings and estimates of the two packages, the Ho Chi Minh City Department of Construction and the investor have approved them. The electronic bidding documents are expected to be issued in September 2025 to select a construction unit.

To ensure progress, the Urban Infrastructure Board recommends that relevant localities urgently complete compensation work, especially the remaining 38 cases in An Nhon ward, 20 cases in Binh Hoa residential area and more than 2,000 households in Binh Loi Trung, Gia Dinh and Binh Thanh wards.

The Xuyen Tam canal renovation project includes the following items: dredging the canal bed to a depth of 3.5 m, widening the canal bed from 20 - 30 m, building a synchronous wastewater and rainwater collection system.

On both sides of the canal, a 6 m wide traffic road will be built (each side has two lanes), a 3-4 m wide sidewalk with a system of parks and trees.

The entire project is expected to be completed in 2028, not only improving the environment, forming a drainage system, canals and parks, but also opening up public space, contributing to changing the appearance of the inner city of Ho Chi Minh City.
