Waiting for auction plan to be announced
Upon hearing that the Department of Construction had just proposed to the Hanoi People's Committee a plan to auction abandoned resettlement houses in the area, Ms. Nguyen Thi Nguyet (65 years old, living on Duy Tan Street, Cau Giay District, Hanoi) shared that for many years, the resettlement building N01-C17 located right at the intersection of Tran Thai Tong - Duy Tan has been abandoned, with weeds growing all over the area. Even many construction items here, although not yet put into use, have been rusted and seriously degraded.
"Many people here are currently very interested in the procedures, waiting for the authorities at all levels to publicly announce the detailed auction plan for abandoned resettlement houses in the area" - Ms. Nguyet said.
Referring to this content, Mr. Nguyen Hoang Nam - GHome Housing Development Corporation - shared that while many people in the capital are in great need of housing, having to live in houses that do not ensure fire safety, there are segments and products that are of good quality, in accordance with construction laws, construction standards, fire prevention and fighting standards such as resettlement houses that are being left empty, causing a huge waste of resources.
Detailed auction instructions are needed to avoid loss of public assets.
According to Lawyer Dang Van Cuong - Chinh Phap Law Office (Hanoi Bar Association), abandoned resettlement buildings in Hanoi are public property. According to the law, resettlement houses are public property and must be managed, used effectively, economically, and avoid waste.
Currently, there are no detailed instructions on determining the value of public assets, especially the resettlement housing fund when it is publicly sold to all people. If the resettlement housing fund is used for an ineffective project and people do not choose it, it can be handed over for use to another project. If there is no other project, it can be transferred to a social housing project for sale.
Regarding this proposal, Mr. Nguyen The Diep - Vice President of Hanoi Real Estate Club - informed that in the recent period, the construction and planning of resettlement houses in Hanoi still have many shortcomings.Most resettlement housing projects in Hanoi are still being built according to the request-grant mechanism, not closely following the actual usage requirements of the people, the technical quality and social infrastructure are not guaranteed, so it is understandable that resettlement housing projects are gradually losing their attractiveness and have been abandoned for a long time.
"For abandoned resettlement housing projects, it is necessary to study and change the purpose of using the project such as converting it into social housing, resettlement houses, or auctioning it off so that the State can recover capital and restore production.Leaving such a large amount of assets to be left idle for decades is too wasteful" - Mr. Nguyen The Diep mentioned.
