Typically, in Cau Giay district, the resettlement housing project A14 Nam Trung Yen Urban Area (Yen Hoa ward, Cau Giay district) was completed in 2016, but after 8 years, the two buildings located right on Mac Thai To street are still abandoned.
Or 3 resettlement buildings N3 - N4 - N5 in Sai Dong Urban Area (Long Bien District) were built and completed from 2001 - 2006.
The project is used for on-site resettlement when implementing land clearance to expand Sai Dong Street in Sai Dong Urban Area. After many years of completion, three 6-storey buildings, with more than 150 apartments, are still abandoned, with no residents living there.
The reason for this situation is that many people do not agree to receive resettlement with apartments here.
To overcome the situation of abandoned resettlement houses and avoid wasting public assets, the Hanoi Department of Construction has just proposed to the City People's Committee a plan to auction off unused resettlement houses to recover capital.
This solution attracts the attention of experts with many beneficial comments.
Sharing with Lao Dong reporter, Mr. Nguyen The Diep - Member of Vietnam Real Estate Association - said that this solution will be very feasible because it will both create a new supply of housing in the context of a scarce market and solve the problem of wasting budget and land resources.
However, to solve the problem of abandoned resettlement apartments, it is necessary to implement synchronous measures.
Accordingly, state management agencies need to have clearer and more reasonable planning plans when choosing locations to build resettlement areas. These areas need to be well connected to the city center and have full infrastructure and public services such as schools, hospitals, markets and other amenities.
In addition, there needs to be an agency to closely monitor the construction process, and resettlement projects need to strictly comply with construction standards to ensure quality and safety.
At the same time, promote the effective time of the new Land Law with regulations on compensation, support, and resettlement to ensure the rights of people whose land is recovered.
Meanwhile, from a legal perspective, lawyer Nguyen Huy An (Hanoi Bar Association) analyzed that this is not a simple procedure with many steps to take.
The law stipulates that resettlement housing funds must not meet the conditions for conversion to social housing before submitting the project to the People's Committee of the province where the project is located to report to the Prime Minister for consideration and approval to allow the auction of this housing.
“There is still no clear guidance on how to determine what is a resettlement housing fund that is not eligible to be converted to social housing. On the other hand, the legal procedures to submit to the Prime Minister for approval to auction houses may go through many appraisal and review procedures from ministries and branches,” said lawyer An.
