Deploying land recovery from 2,210 households and individuals in Hanoi to build roads 60-80m wide

On August 29, Thanh Tri Commune People's Committee organized a Conference to deploy legal documents, policies on land recovery for site clearance (GPMB); regulations of the State on compensation, support and resettlement policies when the State recovers land to implement component projects 1. 2: Compensation, support, resettlement for GPMB in Dai Thanh, Ngoc Hoi, Thanh Tri, Nam Phu communes, belonging to the Ring Road 3.5 project, Phuc La - Van Phu section to Phap Van - Cau Gie expressway.

According to statistics, in Thanh Tri commune, the total expected site clearance area is about 44.7ha, equivalent to about 447,000m2, related to about 2,210 households and individuals.

Of which, non-agricultural land and residential land are about 710 households, with an area of about 48,500m2.

Agricultural land allocated to households and individuals according to Decree 64/CP is about 1,500 households, with an area of about 255,823m2.

Land managed by the organization is about 23,020m2, including Luu Phai market land and areas managed and used by units.

Land managed by the Commune People's Committee such as traffic land, internal field ditches, public land, cemeteries... is about 119,654m2.

It is expected that about 160 graves located within the GPMB boundary must be relocated.

Previously, on May 12, the Commune People's Committee organized information conferences on land recovery policies and site clearance work to households with agricultural land within the project area. Meetings were held at 4 cultural houses, with the participation of more than 1,000 households.

Through this, people are informed about the project scope, the order of land recovery, inventory, formulation and public disclosure of plans as well as policies on compensation, support, and resettlement according to regulations.

For agricultural land, the GPMB Compensation Council and the Working Group are coordinating with relevant units to conduct inventory for all households with land within the project area.

To date, Thanh Tri commune has approved more than 600 plans, with a site clearance area of 13ha in Dong Tri, Co Dien A, Viet Yen, Tu Khoat villages... corresponding to 29% of the project's site clearance area.

In 3 days, August 26, 27, 28, 8, the Commune Infrastructure Investment Project Management Board paid compensation and support money to more than 600 households mentioned above so that people could hand over the land as a basis for the Commune People's Committee to hand over land to the City Civil Works Project Management Board to start construction and construct the project.

For non-agricultural land and residential land, Thanh Tri commune continues to coordinate with the surveying unit to carry out inventory of assets on land, complete dossiers and develop a draft site clearance plan.

After the City supplements the resettlement land fund, the Commune People's Committee will continue to complete the plan, organize public disclosure, receive people's opinions and approve it in accordance with regulations.

Speaking to direct, Mr. Vu Hoai Son, Vice Chairman of Thanh Tri Commune People's Committee, requested units and specialized departments to continue to closely monitor the project progress, proactively coordinate, strengthen propaganda, mobilization and dialogue with people; promptly answer issues of concern to people, especially contents related to land origin, inventory, compensation, support and resettlement plans.

Mr. Son emphasized that the site clearance process must ensure compliance with legal regulations, publicity, transparency, objectivity, accuracy, and at the same time protect the legitimate and lawful rights and interests of people whose land is recovered.
