Thanh Tri Commune People's Committee has just announced information about the implementation of the Ring Road 3.5 project, the section from Phuc La - Van Phu to the Phap Van - Cau Gie expressway, which is being implemented, the section passing through Thanh Tri commune.
According to Thanh Tri Commune People's Committee, Ring Road 3.5 section passing through Thanh Tri area starts from Phap Van - Cau Gie main road, passes National Highway 1A in Ngoc Hoi and ends at the Xa La - Thanh Ha intersection. The road has a length of about 10.7km, designed in a modern scale with 6 motorized lanes, a parallel road system on both sides and a cross-section of 60 - 80m.
In Thanh Tri commune, the project is expected to recover about 48ha of land, including about 4.8ha of residential land, equivalent to about 710 land plots; about 21.7ha of agricultural land, equivalent to about 1,562 land plots; about 21.5ha of agricultural land and other non-agricultural land, including Luu Phai market, cemetery, national defense land, land of organizations, traffic land, irrigation land...
The project also has nearly 160 graves to be relocated and about 600 households to be resettled.
Although site clearance has a large scope of impact, this is a project that brings many long-term benefits to the locality. The investment in building Ring Road 3.5 will create favorable conditions to attract investment resources, promote economic restructuring, improve land use value, improve living environment and gradually improve the material and spiritual quality of life of the people.

Regarding compensation, support and resettlement policies, according to Thanh Tri Commune People's Committee, compensation, support and resettlement work are carried out in accordance with current regulations of the State and Hanoi city, ensuring publicity, transparency, correct subjects and correct policies.
The land price for calculating land compensation is implemented according to Clause 2, Article 91 of the 2024 Land Law; the land price for calculating land use fees at the resettlement area is implemented according to Clause 3, Article 111 of the 2024 Land Law.
The determination of land prices is applied according to the land price table and the land price adjustment coefficient specified in Clause 6, Article 3 of Resolution 254/2025 dated December 11, 2025.
Hanoi City is also implementing the Land Price List according to Resolution No. 52/2025 dated November 26, 2025 of the Hanoi City People's Council.
For agricultural land, the land compensation level is 155,000 VND/m2. In addition, the State also implements compensation and support policies for crops; supports career change and job creation for households directly engaged in agricultural production; supports stabilizing life and rewards for site handover progress.
For tomb relocation: Land graves are supported with relocation of 6,039,300 VND/tomb; built graves are supported with relocation from 7,204,600 VND to 15,817,900 VND/tomb depending on size. Additional support of 15 million VND/tomb for cases of self-sufficient land for relocation.
In case a person dies during the land clearance period but cannot be buried at the cemetery according to local customs because the cemetery is within the land clearance area, households or individuals are supported with 15 million VND/grave and no other compensation is applied.
For residential land and resettlement: The form of compensation is flexibly implemented by residential land, houses or cash according to the latest Land Price List specified in Resolution No. 52/2025 dated November 26, 2025 of the Hanoi City People's Council.
The resettlement land fund for eligible cases is arranged at a part of land plot D1-1 according to urban subdivision plan S5 and resettlement land funds and housing funds in the city. The resettlement land area allocated is at least 80m2/household.
According to Thanh Tri Commune People's Committee, the Ring Road 3.5 project is not only a key traffic project but also has strategic significance for the long-term development of Thanh Tri commune and Hanoi Capital. The success of the project depends greatly on the consensus, support and active coordination of the people.
