The Ministry of Education and Training issued consolidated document No. 04/VBHN-BGDDT, dated April 24, 2026, Circular regulating tutoring and extra classes. The consolidated document includes 4 Chapters, 18 Articles specifying tutoring and extra classes.
In which, the consolidated document clearly states the organization of extra classes and tutoring in Chapter II.
The requirements for tutoring and extra classes in schools are clearly stipulated in Article 5, Chapter II as follows:
1. Tutoring and extra classes in schools are not charged to students and are only for students who register for extra classes according to each subject as follows:
a) Students have academic results of the last subject of the immediately preceding semester at an unqualified level;
b) Students selected by the school to be fostered as excellent students;
c) End-of-grade students voluntarily register for entrance exam preparation and graduation exam preparation according to the school's education plan.
2. The school organizes for students subject to the provisions of Clause 1 of this Article to write applications for extra classes according to each subject in each grade level (according to Form No. 01 in the Appendix attached to this Circular).
3. Based on the number of registered students, the school develops a plan to organize extra classes for each subject in each grade level.
4. Class arrangement, timetable arrangement and organization of extra classes must ensure the following requirements:
a) Tutoring classes are arranged by subject for each grade level; each class has no more than 45 (forty-five) students;
b) Do not arrange extra classes alternately with the timetable and do not tutor contents in advance compared to teaching according to the subject program distribution in the school's education plan;
c) 3 Each subject is organized for extra classes no more than 02 (two) periods/week. In case students who are eligible to register for extra classes according to the provisions of Clause 1 of this Article have extra learning needs exceeding 02 (two) periods/week, the Director of the Department of Education and Training shall consider and decide to allow adjustment of the time for organizing extra classes at the request of the Principal or Director or head of the school (hereinafter referred to collectively as the Principal).
5. The plan to organize extra classes and tutoring is publicly announced on the school's electronic information page or posted at the school.
