From July 1, 2025, the regional minimum wage of the new Ho Chi Minh City after the merger of provinces in 2025 will still be implemented according to Decree 74/2024/ND-CP.
However, the detailed list of commune-level areas applying the regional minimum wage to employees working under labor contracts from July 1, 2025 is in Appendix I issued with Decree 128/2025/ND-CP instead of applying the old list issued with Decree 74/2024/ND-CP.
Therefore, the regional minimum wage of the new Ho Chi Minh City after the merger of provinces in 2025 will be applied as follows:


At the same time, according to the provisions of Clause 1, Article 3 of Decree 74/2024/ND-CP, the minimum monthly and hourly wages for employees working for employers are divided into 4 regions as follows:

Thus, the new Ho Chi Minh City regional minimum wage table after the 2025 provincial merger will apply to the following regions:
The communes of Ngai Giao, Binh Gia, Kim Long, Chau Duc, Xuan Son, Nghia Thanh, Hoa Hiep, Binh Chau, Ho Tram, Xuyen Moc, Hoa Hoi, Bau Lam, Phuoc Hai, Long Hai, Dat Do, Long Dien and Con Dao special zone in region 3 apply a minimum monthly salary of VND 3,860,000/month.
Ba Ria, Long Huong, Tam Long wards and Binh Khanh, An Thoi Dong, Can Gio, Thanh An communes in region 2 apply the minimum monthly salary of VND410,000/month.
The remaining communes and wards in region 1 apply the minimum monthly salary of VND 4,960,000/month.
