On March 28, at the Vietnam General Confederation of Labor (VGCL), a conference of cadres, civil servants and workers (NLD) in 2025 took place.
Ms. Thai Thu Xuong - Permanent Vice President of the Vietnam General Confederation of Labor, Head of the Vietnam General Confederation of Labor's agency; Mr. Nguyen Duy Vu - Chairman of the Trade Union of the Vietnam General Confederation of Labor's agency - chaired the conference. Attending were Vice Presidents of the Vietnam General Confederation of Labor: Phan Van Anh, Nguyen Xuan Hung.
In 2024, under the leadership and direction of the Party Delegation, the Standing Committee of the Presidium, the Head of the Agency, the collective of cadres, civil servants, party members, and employees of the agency promoted a sense of responsibility, actively advised the Standing Committee, the Presidium, and the Executive Committee of the Vietnam General Confederation of Labor to issue more than 100 documents to promptly grasp the Party's guidelines, directives, and resolutions, and the State's laws and policies, especially issues directly related to workers, civil servants, laborers, and trade unions.
In particular, it has focused on intelligence, summarized practices, advised on the development and successful protection of the Trade Union Law Project (amended), passed by the National Assembly with a high approval rate, creating a very important legal corridor for trade union activities in the coming time.
At the same time, it has contributed to the development and implementation of policies and laws related to the rights of union members and workers, typically the Law on Social Insurance (amended), the Law on Land (amended), the Law on Employment (amended), the Law on Teachers... and many documents guiding the implementation.
Regimes and policies related to cadres, civil servants and employees at the Vietnam General Confederation of Labor are implemented in accordance with regulations, ensuring publicity, democracy and timeliness.
In addition, the five groups of targets set out in the Resolution on the conference of cadres and civil servants of the Vietnam General Confederation of Labor in 2024 have all been completed.
The conference set out key tasks for 2025, focusing on research and consultation on contents to continue concretizing the Resolution of the 13th Congress of the Vietnam General Confederation of Labor, concretizing the theme for 2025 on "Focusing on developing union members; participating in building a clean and strong Party"; organizing the implementation of the 2024 Trade Union Law implementation plan to all levels of trade unions.
Urgently advise on the contents to concretize and implement Program No. 02/CTr-BCH dated July 20, 2024 of the Executive Committee of the Vietnam General Confederation of Labor to implement the Resolution of the 13th National Congress of the Party and Resolution No. 02-NQ/TW dated June 12, 2021 of the Politburo on innovation of the organization and operation of Vietnam Trade Union in the new situation. At the same time, actively participate in preparing for Party congresses at all levels towards the 14th National Party Congress, especially in contributing ideas to build documents.

In addition, pay attention to, implement policies well and promptly, ensure the rights of cadres, civil servants, and employees who quit their jobs due to the restructuring of the apparatus, contributing to the implementation of the goal of streamlining the apparatus, restructuring and improving the quality of the cadres, civil servants, and public employees...
At the conference, Ms. Thai Thu Xuong - Permanent Vice President of the Vietnam General Confederation of Labor, Head of the Vietnam General Confederation of Labor's Office - reported on the reception and response to the opinions of cadres, civil servants and employees.
Ms. Thai Thu Xuong hopes that in 2025, cadres and civil servants of the Vietnam General Confederation of Labor, with the enthusiasm of trade union cadres, for the benefit of workers, will continue to strive to fulfill their assigned tasks well, contributing to building an increasingly strong trade union organization.
At the conference, 2 outstanding units received the Emulation Flag of the Vietnam General Confederation of Labor; 4 individuals received Certificates of Merit from the Executive Committee of the Vietnam General Confederation of Labor. The conference launched an emulation movement in 2025.
