Expanding coverage, towards universal social insurance
On May 6, Ca Mau Provincial People's Committee officially announced the Plan to develop social insurance (BHXH) participants in 2026 in the province.
According to the plan, Ca Mau province clearly defines the goal of continuing to expand coverage, improve policy implementation efficiency, towards the goal of universal social insurance. This is a key task associated with the strategy of ensuring social security and sustainable socio-economic development of the locality.
Ca Mau Provincial People's Committee assigned specific targets to develop at least 19,519 people participating in social insurance in 2026, of which the number of people participating in voluntary social insurance reaches at least 78,100 people. These targets are allocated to each locality and unit and are linked to the responsibility of the head in the organization for implementation.
To realize the goal, Ca Mau province requires the synchronous implementation of solutions, from strengthening leadership and direction to promoting propaganda and mobilizing people to participate in social insurance. In particular, the informal labor sector is identified as the focus of exploitation, because this is a group with a lot of potential but the social insurance participation rate is still low.
In parallel, administrative procedure reform, application of information technology, provision of online public services and expansion of electronic transactions in the field of social insurance continue to be promoted. These solutions aim to create maximum convenience for people and businesses in the process of participating and enjoying policies.
Strengthen management and strictly handle violations
Along with expanding the number of participants, Ca Mau province pays special attention to improving the effectiveness of state management in the field of social insurance. Inspection and examination work is strengthened to promptly detect and handle acts of evasion, late payment or social insurance fraud, ensuring the legitimate rights of employees.
Specialized inspection activities will be implemented at enterprises and labor-using units, especially in places with signs of violations. At the same time, the province promotes coordination between agencies such as tax, police, statistics, business registration... in sharing and connecting data, improving the efficiency of managing social insurance participants.
In addition, the review and completion of policies is also set as an urgent requirement. Based on local practice, functional agencies will research and propose mechanisms to support voluntary social insurance contributions for low-income workers when the budget is sufficient. At the same time, proactively participate in contributing opinions to improve the legal system on social insurance and unemployment insurance in accordance with the actual situation.
The effective implementation of the 2026 social insurance participation target group development plan not only contributes to increasing coverage but also creates a solid foundation for the province's social security system. Thereby, people have more conditions to ensure long-term life, minimize risks, and contribute to building a sustainable developed society.
