On the morning of May 6, Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of Hanoi People's Committee Vu Dai Thang chaired a meeting to remove difficulties and obstacles in site clearance for key projects of Ring Road 2.5 and Ring Road 3.5.
Progress of the implementation of 2 Ring Road projects
The report of Deputy Director of Hanoi Department of Agriculture and Environment Vu Xuan Tung shows that site clearance (GPMB) for Ring Road 2.5 and Ring Road 3.5 projects is being focused on drastically implemented by localities. Notably, obstacles in mechanisms and basic policies have been removed, creating conditions to accelerate the progress of many key route sections.
According to the report, the Ring Road 2.5 project includes 13 sections, of which 6 sections have completed site clearance, and the remaining 7 sections are under implementation. Among the 7 localities with road 2.5 passing through, Yen Hoa ward has the largest volume of plans.
In which, on key route sections such as Linh Nam - Vinh Hoang, Dam Hong - Nguyen Trai, Cau Giay - Dich Vong, Xuan Tao - Nam Thang Long..., localities have basically completed compensation, support and resettlement plans.
The Linh Nam - Vinh Hoang section has completed site clearance in Vinh Hung ward, the remaining part in Hoang Mai ward is being paid to 91 households, expected to be completed before May 30, 2026.
The Dam Hong - Nguyen Trai section has been allocated enough housing and land for resettlement; there are still some problems regarding the approval of resettlement housing prices and payment mechanisms.
The sections Cau Giay - Dich Vong, Dich Vong - Duong Dinh Nghe, Vu Pham Ham - Tran Duy Hung and Nguy Nhu Kon Tum - Nguyen Trai have all completed the site clearance plan, no longer having policy obstacles. Many localities have committed to complete before the milestones from May 15 to May 30.

For the Ring Road 3.5 project, currently 2 sections have been completed and put into operation; 2 sections are being developed for projects; along with bridges, intersections and many sections of the route are being implemented for site clearance.
In which, 2 sections have completed site clearance and put into operation: The section from Thang Long Avenue to Phuc La - Van Phu road; the section from National Highway 32 to Thang Long Avenue (Son Dong Commune People's Committee reported that site clearance for 2 groups of Doan Ket and Thanh Dung packaging enterprises was completed on April 24); 2 sections are preparing projects along with bridges, intersections and many sections of the route are being implemented for site clearance.
In which, Thuong Cat bridge basically completed site clearance in Thien Loc commune, the remaining part in Thuong Cat ward is expected to be completed before May 15. Ngoc Hoi bridge in Hanoi has completed 100% site clearance, while Hung Yen is continuing to implement it.
Sections from Thuong Cat bridge to National Highway 32 and from Phuc La - Van Phu to Phap Van - Cau Gie expressway are being focused on implementation. The section through old Ha Dong has been approved but has not been allocated capital; the section through old Thanh Tri is in the process of completing investment procedures and environmental impact assessment. In addition, the intersection with Thang Long Avenue has reached 99.8% of the site clearance volume, and the remaining part is expected to be completed before May 15.
Ensuring social consensus
Concluding the meeting, Chairman of the City People's Committee Vu Dai Thang said that Ring Road 2.5 and Ring Road 3.5 are particularly important traffic axes, which need to be completed soon to strengthen regional connectivity and reduce traffic congestion. The city highly appreciates the results achieved to date; existing problems and obstacles in basic areas are no longer many and specific solutions have been discussed and agreed upon at the meeting.
In the coming time, Chairman of the City People's Committee Vu Dai Thang requested wards and communes to continue to focus maximum resources, accelerate the site clearance progress according to the set milestones, in which striving to complete many sections before May 15 and May 30. The focus is to strengthen mobilization and persuasion of people, minimize the application of coercive measures; ensure social consensus in the implementation process.
Regarding related mechanisms and policies, Chairman of the City People's Committee Vu Dai Thang requested departments and agencies to urgently handle thoroughly the contents under their authority, especially the approval of resettlement housing prices, and the allocation of housing funds and resettlement land funds.
It is necessary to accelerate progress so that people can soon choose and settle in new places of residence" - Chairman of the City People's Committee emphasized.

At the same time, the Chairman of the City People's Committee also requested relevant units to urgently complete planning and invest in building resettlement areas in a synchronous and modern direction, ensuring that people's living conditions are "equal" to or "better" than the old place of residence; avoiding infrastructure disparities between new urban areas and resettlement areas.
The Chairman of the City People's Committee also requested investors and project management boards to organize construction immediately in areas that have completed site clearance, not to let the situation of having land but slow implementation occur, affecting people's trust.
