On the afternoon of April 14, the Vietnam Medical Union organized a Conference to Sign the Regulation on coordination of work between the Ministry of Health and the Vietnam Medical Union for the period 2026-2030.

Attending the conference were Ms. Dao Hong Lan - Member of the Party Central Committee, Minister of Health; Mr. Nguyen Anh Tuan - Member of the Party Central Committee, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, President of the Vietnam General Confederation of Labor; Mr. Vu Manh Ha - Alternate Member of the Party Central Committee - Standing Deputy Minister of Health.

Mr. Nguyen Luong Tam - Chairman of the Vietnam Medical Union said that in the period 2024-2025, the Ministry of Health and the Vietnam Medical Union have maintained close and synchronous coordination in many fields, thereby contributing to improving the effectiveness of policy implementation, better caring for the rights and interests of officials, civil servants, public employees and workers of the health sector.

Many important contents were proposed such as: Supplementing the list of heavy and hazardous occupations; increasing the starting salary for doctors; adjusting allowances and insurance regimes; compensation, hazardous allowances and regulations on overtime hours. In addition, the Trade Union also advised on the implementation of Resolution No. 72/NQ/TW of the Politburo with breakthrough solutions to improve the quality of people's health care.

The Vietnam Medical Union actively mobilizes union members to respond to national-level patriotic emulation movements, associated with major political events of the country, thereby contributing to raising the spirit of responsibility and dedication of medical staff and staff.

During the Lunar New Year, the Vietnam Medical Union directs grassroots trade unions to coordinate with the same-level government to organize Tet care activities, ensure salaries, bonuses and many practical supports for union members. The total amount of support and Tet care for union members and workers of the Vietnam Medical Union and affiliated grassroots trade unions in 2024 and 2025 is more than 30.5 billion VND.

In particular, the "Trade Union Tet Market 2024, 2025" program organized with many incentives for trade union members has created a significant impression with over 2,000 union members and workers in the health sector receiving gifts.

In the coming time, the Ministry of Health and the Vietnam Medical Union will continue to strengthen coordination in building, contributing opinions, and proposing to improve mechanisms and policies related to employment, wages, income, working conditions, occupational safety and life of officials, trade union members, public employees, and workers in the health sector; promptly grasp and reflect the thoughts and legitimate aspirations of union members and workers.

Continue to coordinate to effectively organize emulation movements and campaigns associated with the political tasks of the sector; promptly commend and reward typical collectives and individuals, creating emulation motivation throughout the sector...

To ensure that the Coordination Regulations truly go into life, the Vietnam Medical Union calls on units and trade union levels throughout the industry to promote the spirit of responsibility, proactiveness, and creativity in organizing implementation; strengthen coordination with local authorities at the same level; and make the contents of the Regulations a regular and continuous task in the operation of each unit" - Mr. Nguyen Luong Tam affirmed.

Speaking at the Conference, Mr. Vu Manh Ha - Standing Deputy Minister of Health said that for the Coordination Regulation for the period 2026-2030, the Ministry of Health will closely coordinate with the Vietnam Medical Union, direct unified implementation throughout the industry; ensure that the coordination contents are implemented synchronously, with focus and key points, creating clear and substantive changes.

Mr. Vu Manh Ha said that, with the responsibility as the state management agency of the sector, the Ministry of Health will drastically and synchronously direct from the Central to the grassroots levels in organizing the implementation of the Coordination Regulation; ensuring that all guidelines and policies related to health officials and workers in the sector are implemented promptly, substantively, and go into life...

The Ministry of Health requests the heads of affiliated units to regularly inspect and urge the implementation of the Coordination Regulations between the Ministry of Health and the Vietnam Medical Union; to perform the tasks stated in Decision No. 3265/QD-BYT of the Ministry of Health promulgating the plan to implement Resolution 72-NQ/TW of the Politburo.

All content must be concretized by tasks, products and measurable results, ensuring substantive implementation, avoiding formality, creating clear changes in caring for the lives of health workers and improving the quality of service to the People" - Mr. Vu Manh Ha said.

Speaking at the conference, Mr. Nguyen Anh Tuan - Chairman of the Vietnam General Confederation of Labor acknowledged that in the past time, the Ministry of Health and functional departments and agencies have closely coordinated and created conditions for the Vietnam Medical Union to promote its role as a representative, caring for, and protecting workers.

At the conference, leaders of the Vietnam General Confederation of Labor raised three major contents for the Vietnam Health Workers' Union in the coming period.

First, it is necessary to resolutely condemn and take strong action against the situation of infringing upon the body and spirit of medical staff. According to leaders of the General Confederation, cases of patients' families assaulting and insulting doctors and nurses still occur, causing public outrage. The Vietnam Medical Union needs to clearly show its representative role when speaking out promptly, and may even stand up to protect and sue according to regulations for violations.

In addition, it is necessary to research and propose mechanisms and policies to protect the safety of medical staff at medical examination and treatment facilities. In which, the construction of specialized protection forces or institutions in hospitals needs to be considered based on consulting opinions from medical facilities nationwide.

Second, effectively implement the policy of periodic health check-ups for people according to Resolution 72-NQ/TW of the Politburo. Currently, the trade union organization has about 8.6 million union members, the leaders of the General Confederation proposed to study a mechanism for the trade union to coordinate with the health sector and social resources to organize annual periodic health check-ups for union members.

If implemented well, this will be an important contribution to the goal of increasing the rate of people having periodic health check-ups, clearly showing the role of taking care of welfare of the trade union organization" - Mr. Nguyen Anh Tuan expressed.

Third, continue to promote and elevate emulation movements, especially the model "Green - clean - beautiful - safe hospital". Accordingly, it is necessary to study and develop a set of evaluation and scoring criteria widely applied at medical examination and treatment facilities, associated with improving the working environment for medical staff and improving the quality of patient service. This content can be assigned to the specialized agency of the Ministry of Health as the focal point, coordinating with the Vietnam Medical Union to implement.

On the side of the Vietnam General Confederation of Labor, Mr. Nguyen Anh Tuan committed to creating favorable conditions for the Vietnam Medical Union to well implement the signed contents.

At the same time, it is proposed to replicate this model, considering the signing of coordination regulations between the Ministry of Health and the Vietnam Medical Union as a model for other industry unions to deploy with central ministries and sectors, contributing to creating synchronization throughout the system.
