To ensure consistency and feasibility in implementing the investment and construction of housing for workers, laborers in accordance with Law No. 27/2023/QH15 dated November 27, 2023 (Law on Housing) and the contents of work under the responsibility of the General Confederation of Labor of Vietnam as stipulated in Decision No. 1729/QĐ-TTg dated November 4, 2020 (Decision No. 1729/QĐ-TTg) of the Prime Minister on amending and supplementing Decision No. 655/QĐ-TTg dated May 12, 2017 (Decision No. 655/QĐ-TTg) on the approval of the Scheme "Investment in the Construction of Trade Union Facilities in Industrial and Export Processing Zones" (Scheme) achieve effectiveness and meet the plan, the Standing Committee of the General Confederation of Labor of Vietnam develops a Plan for the organization and implementation of the investment and construction of Trade Union facilities in industrial and export processing zones (Plan).

The purpose of the Plan is to organize the investment and construction of social housing projects (SHPs) for workers and laborers for rent using the trade union's financial resources as stipulated in the Law on Housing and cultural and sports facilities in accordance with Decision No. 1729/QĐ-TTg at the land plots that have been approved by the local authorities for detailed construction planning at a scale of 1/500 or overall land use planning in accordance with the proposal of the General Confederation of Labor of Vietnam.

In accordance with the Plan of the General Confederation of Labor of Vietnam, only invest in the construction of Trade Union facilities near industrial and export processing zones, ensuring a convenient location for the movement and living of union members and laborers; the General Confederation of Labor of Vietnam will invest in the construction of Trade Union facilities in localities in stages, with localities being invested in priority order based on the area of land allocated for the construction of Trade Union facilities that has been cleared of obstacles; the infrastructure has been completed up to the fence of the land plot; localities with a large number of migrant workers, high demand for housing, localities with revolutionary traditions, and localities that have not (do not) allocated budget for investment...

Regarding the use of trade union financial resources for the investment and construction of projects, including: Constructing SHPs for workers and laborers who are entitled to housing policies under the Law on Housing in the direction of the General Confederation of Labor of Vietnam investing in the entire or part of the SHP for workers and laborers for rent in accordance with the approved plan; constructing cultural and sports facilities in accordance with Decision No. 1729/QĐ-TTg at the locations approved by the Standing Committee of the General Confederation of Labor of Vietnam for implementation; the schedule, progress, and order of implementation of the group of projects may be adjusted based on the demand for housing, cultural and sports facilities necessary for union members and laborers, the allocation of resources, and the conditions of each locality and investor...

Implementing Investment in 3 Stages

In accordance with the Plan of the General Confederation of Labor of Vietnam, in the period of 2024-2025, investment will be made in the construction of SHPs for workers and laborers for rent using the trade union's financial resources at 3 localities: Tiền Giang, Bắc Ninh, and Bến Tre.

In this stage, the General Confederation of Labor of Vietnam will continue to invest in the construction of cultural and sports facilities using the trade union's financial resources at 4 localities (Trà Vinh, Bình Định, Cần Thơ, and Sóc Trăng).

At the same time, the General Confederation of Labor of Vietnam will implement the preparatory work for the investment in SHPs for workers and laborers under the Law on Housing at the land plots that have been introduced and approved by the 27 provincial and municipal People's Committees for the General Confederation of Labor of Vietnam to implement.

In the period of 2026-2030, the General Confederation of Labor of Vietnam will implement the investment and construction of SHPs for workers and laborers under the Law on Housing at the trade union facilities' land plots in 14 provinces and cities in the northern region; 6 provinces and cities in the central region; 7 provinces and cities in the southern region...

In addition, the General Confederation of Labor of Vietnam will also implement the preparatory work for the investment in SHPs for workers and laborers under the Law on Housing for the investment in the subsequent stages after 2030 at 29 provinces and cities.

In the period from 2030 onwards, the General Confederation of Labor of Vietnam will continue to strive to implement the construction of SHPs for workers and laborers under the Law on Housing at 29 provinces and cities...

In the course of implementation, based on the actual situation of the projects, the demand for housing and support facilities, and the readiness of localities, the trade union's financial resources, the Standing Committee of the General Confederation of Labor of Vietnam will authorize the Standing Committee of the General Confederation of Labor of Vietnam to consider adjusting the time schedule, number of projects, and localities for the construction of Trade Union facilities in accordance with the situation.
