In particular, regulations on legalizing consulates and authenticating documents are clearly stated in Article 5.
Article 5. commercial legalization and document certification
1. Documents in the dossier for granting, re-granting, renewing labor licenses and certificates of confirmation are not subject to granting labor licenses to foreign workers who are from abroad and must legalize consulates, except in cases of exemption from consulatory legalization under international treaties to which the Socialist Republic of Vietnam and related foreign countries are members or in principle, they must be retained or according to the provisions of law.
2. Documents that have been legalized by the Consulate must be translated into Vietnamese and certified in accordance with the provisions of law. In case the document is a copy, it must be certified with the original before being translated into Vietnamese and certified according to the provisions of law.
Regarding the implementation of Decree 219, based on Article 35.
Article 35. Implementation effectiveness
1. This Decree takes effect from August 7, 2025.
2. The content of foreign workers working in Vietnam stipulated in Decree No. 152/2020/ND-CP dated December 30, 2020 of the Government regulating foreign workers working in Vietnam and recruiting and managing Vietnamese workers working for foreign organizations and individuals in Vietnam is amended and supplemented in Decree No. 70/2023/ND-CP dated September 18, 2023 of the Government, which expires from the effective date of this Decree.
3. Articles 8 and 2 of Appendix II issued with Decree No. 128/2025/ND-CP dated June 11, 2025 of the Government regulating decentralization and delegation of authority in state management of the internal affairs sector shall expire from the effective date of this Decree.
