At the first working session, delegates listened to the political report submitted to the congress.
The highlight of the Document submitted to this congress is the determination: If the period 2023 - 2025 creates an impression with numbers, then 2025 - 2030 will be a period measured by the Trade Union's belief and position in the new situation in the locality.

The goal of Ca Mau Trade Union from now to 2030 is to focus on building a strong Trade Union organization; effectively perform the role of representing and protecting the legitimate rights and interests of union members and workers; promote the pioneering nature of the team of workers to gradually modernize, contributing to bringing Ca Mau province to comprehensive development.
Trade union levels in the province focus on promoting the development of union members in economic sectors; improving the qualifications and political bravery of trade union officials; actively participating in Party building and government building; playing a good role as a bridge, maintaining close links between Party committees and authorities and the workforce (CNLD) of the province.
Strengthen propaganda, education and promote activities to represent and care for the legitimate and lawful rights and interests of workers; launch emulation movements for good labor, creative labor, production development, job creation, income improvement and improvement of working conditions; encourage union members and workers (NLD) to overcome difficulties, strive to successfully implement the Resolution of the 14th Congress of the Vietnam Trade Union and socio-economic development goals of Ca Mau province.

The political report submitted to the congress also outlined some general targets by the end of the term such as: Developing an additional 7,500 trade union members. Enterprises and units with trade union organizations that are qualified to represent, negotiate, and sign collective labor agreements in accordance with the law, reaching 90%.
Strive to have at least 75% of cases of union members and grassroots trade unions that need consultation and debate in court have Trade Union representatives participating or being supported by the Trade Union.
Through emulation movements, striving for 4,500 initiatives of union members and workers to be applied in production, business and work. At least 25 Creative Labor Certificates have been proposed to the General Confederation for consideration and recognition. 50% of workers at enterprises achieve the title "Student" issued by competent authorities.

The Congress also selected 3 breakthrough stages: Promoting innovation, strongly applying digital transformation in Trade Union activities, especially in propaganda, gathering, and serving union members and workers.
Focus resources on developing union members and establishing grassroots trade unions in non-state sector enterprises and the informal labor sector.
Promote dialogue and collective negotiation, focusing on salaries, bonuses, working hours, rest hours, and occupational safety and health.
