In 2025, 7 Clubs of Chairmen and Vice Chairmen of grassroots trade unions in the eastern industrial parks of Hai Phong continue to maintain regular and stable operations, promoting the role of linking and coordinating trade union activities at the grassroots level. The current clubs represent 373 grassroots trade unions with 196,245 workers and 194,442 trade union members, being the core force directly implementing the task of representing, caring for, and protecting the legitimate and lawful rights and interests of workers in industrial parks.
The Steering Committee of the Clubs is a team of experienced trade union officials, grown from large FDI enterprises such as Regina Miracle, Maple, Fujikura, Yazaki... creating prestige and professional foundation in supporting grassroots trade union activities. Member enterprises mainly belong to the FDI sector from Japan, Korea, China, operating in the fields of electronics, garment, tire production, auto parts, labor scale is commonly from 500 to 3,000 people, some over 10,000 workers.
The labor force is young, the proportion of women is about 58%, labor relations are basically stable but there are still potential problems with salaries, working hours, policies, requiring improved dialogue and negotiation capacity of grassroots trade union officials.

Speaking to direct, Mr. Nguyen Van Quyet - Standing Vice Chairman cum Head of the Trade Union Committee of Hai Phong City Labor Federation Industrial Park proposed that in 2026, clubs continue to affirm their role in connecting, sharing experiences, and improving the capacity of grassroots trade union officials. Each club activity must solve a specific practical issue such as salary negotiation, organizing lunch meals, handling labor discipline, and preventing disputes.
With a platform that has conducted 1,492 dialogues in 2025, in 2026, units shifted from "many dialogues" to "many results", focusing on core issues such as adjusting basic salaries, meals, working hours, and welfare to retain workers. The club does not replace grassroots trade unions but must support experience, data and negotiation methods. Along with that, care activities are implemented in the direction of connecting resources and sharing experiences, not organizing widespread movements.
Clubs perform well the function of grasping, reflecting and providing two-way information, maintaining a rapid reporting mechanism according to the area, especially when risk signs appear such as order reduction, shift cuts, salary arrears, social insurance debt, labor fluctuations. Through summarizing recommendations and obstacles in the implementation of labor law, social insurance, and labor safety, clubs provide practical arguments for higher-level trade unions to propose to improve policies.
At the conference, representatives of grassroots trade unions proposed that the City Labor Federation issue a mechanism to allocate regular and stable operating funds to Clubs instead of the method of allocating funds for each activity period, creating proactive conditions in operating and implementing the annual plan. In addition, the City Labor Federation strengthens professional orientation, supports inviting experts to training and seminars; periodically provides reference data on salaries, bonuses, dialogue scenarios, and collective labor agreement negotiations to improve the quality of thematic activities...
On this occasion, the City Labor Federation awarded emulation flags and certificates of merit to collectives and individuals with outstanding achievements in trade union activities and CNVCLĐ emulation movements in 2025.
