Participating in 15 rounds of opinions and social criticism
News from Nam Phuoc Commune Trade Union, Da Nang city on June 23rd said: The Standing Committee of the Vietnam Fatherland Front Committee of Nam Phuoc commune organized a Conference to contribute opinions and social criticism on the Draft Project on arranging and consolidating the organization and operation of villages in the commune.

The conference was co-chaired by Mr. Vu Cong Dung - Member of the Standing Committee of the Party Committee, Chairman of the Vietnam Fatherland Front Committee of the commune and Ms. Lam Thi Vy - Member of the Party Committee, Vice Chairman of the Vietnam Fatherland Front Committee of the commune, Chairman of the Commune Trade Union.
According to the Draft Project, Nam Phuoc commune currently has 23 villages, after arrangement there are 17 villages, a reduction of 6 villages; of which 9 villages maintain the same scale, 10 villages are merged to form 5 new villages. Phuoc My village is dissolved, residential groups are merged into Long Xuyen 1, Phuoc Xuyen and Chau Hiep villages.
At the Conference, delegates basically agreed with the necessity and overall plan of the Draft Project; and participated in 15 rounds of opinions and social criticism.
The opinions focused on the contents directly affecting people's lives and activities in residential areas after arrangement, such as: publicizing plans for people to understand new villages, living locations, contact points; village personnel plans; regimes and policies for redundant staff; conditions of cultural houses, community activity points; inventory, handover of dossiers, assets, funds and conditions to ensure the operation of new villages.
Many opinions suggested that the implementation process should pay more attention to the areas directly affected, especially the merged villages, the villages receiving more residential groups and the dissolved Phuoc My village area; pay attention to propaganda, mobilization, and grasping the people's thoughts; ensure that the arrangement is carried out publicly, transparently, in accordance with procedures, and limit problems arising at the grassroots level.
Proposal to inherit the team of experienced village officials
Regarding personnel work after arrangement, delegates proposed to pay attention to inheriting a team of experienced and dedicated village officials; and at the same time arrange and attract young, qualified officials with the ability to apply information technology, meeting management and administration requirements in the new village. The consolidation of the Fatherland Front Work Committee, branches, unions and specialized associations needs to be implemented synchronously, ensuring that the movement in residential areas is not interrupted.
The opinions also proposed to carefully review the plan for using main cultural houses, cultural houses, and regional activity points; pay attention to investing, repairing, and supplementing cultural and sports facilities for large-scale villages, large areas, and residential areas far from the main activity points.
The inventory and handover of dossiers, assets, funds and people's contributions need to have a list, minutes, witnesses and public forms for people to know and supervise.
Speaking at the Conference, Mr. Cao Thanh Hai - Secretary of the Party Committee, Chairman of the People's Council of Nam Phuoc commune acknowledged the spirit of responsibility of the Standing Committee of the Vietnam Fatherland Front Committee of the commune and requested the Commune People's Committee, the drafting agency, to seriously receive feedback and social criticism; continue to review and complete the Project to ensure compliance with regulations, practicality, feasibility when implemented and create consensus among officials, party members, and people.
After the Conference, the Standing Committee of the Vietnam Fatherland Front Committee of Nam Phuoc commune will fully summarize the opinions and social criticisms and send them to the Party Committee, Commune People's Committee and competent agencies for research, reception, and completion of the Draft Project before submitting for consideration and decision.
