Accordingly, the Vietnam General Confederation of Labor has sent a document to the provincial and municipal Labor Federations; central industry unions and equivalent trade unions of corporations under the Vietnam General Confederation of Labor... to implement Official Dispatch No. 81/CD-TTg dated August 20, 2024 of the Prime Minister on ensuring traffic order and safety during the National Day holiday on September 2 and the peak month of traffic safety for students going to school.
Accordingly, the Presidium of the Vietnam General Confederation of Labor requests that trade unions at all levels focus on propaganda to raise awareness of union members and workers when participating in traffic:
- With the message "Human life is above all", union members and workers need to raise awareness when participating in traffic; especially in industrial parks and economic zones during the National Day holiday on September 2 and the peak month for traffic safety with the new school year of students across the country, causing traffic volume to increase, posing a potential risk of accidents and traffic jams.
- Propaganda on the authorities' strict handling of posting and sharing of information on social networking platforms that violate regulations on management, posting and providing inaccurate information, negatively affecting the assurance of traffic order and safety; strictly handle cases of intervention and impact on the handling of violations by authorities.
Instructions for disseminating laws, skills, and culture of safe traffic participation to union members and workers:
- Inform union members and workers regularly about traffic congestion, traffic accidents, and information supporting traffic order and safety during the National Day holiday on social networking sites, reputable electronic information sites; official information sites of news agencies, newspapers,
- Guide union members and workers to practice cultural behavior, not to jostle or push, to maintain public hygiene when participating in traffic; not to speed or recklessly overtake, causing congestion and insecurity, especially on highways, traffic hotspots, and roads in industrial parks.
- Disseminate short, easy-to-remember, easy-to-understand messages about the Traffic Safety Law to union members and workers such as "If you drink alcohol or beer - do not drive", "Do not use the phone while driving", "Wear a standard helmet when riding a motorbike, scooter, or electric bicycle", "Wear a seat belt when riding a car", "Obey speed regulations".
- Publish hotline numbers of localities, agencies and units to receive information, promptly resolve and handle incidents arising from traffic incidents. Proactively develop plans to handle information in case union members and workers have traffic incidents.
