At the 17th Conference of the Presidium of the Vietnam General Confederation of Labour (XIII term), Vice President of the Vietnam General Confederation of Labour Nguyen Xuan Hung presented the Report on the results of amending and supplementing the Charter of the Vietnam Trade Union XIII term submitted to the XIV Vietnam Trade Union Congress and the Report on the results of the organization and operation of commune, ward, and special zone trade unions.
To date, 27/34 Provincial and City Labor Federations have established 712 commune, ward, and special zone trade unions, including: 313 commune trade unions, 394 ward trade unions, and 5 special zone trade unions.
There are 7 provinces and cities that have not established commune, ward, and special zone trade unions, including: Thai Nguyen; Can Tho; Ha Tinh; Son La; Lang Son; Lai Chau; Cao Bang. In which, some communes and wards of some localities are qualified in terms of the number of union members and grassroots-level trade unions but do not establish commune and ward trade unions (Can Tho, Hue).

Over the past time, commune and ward trade unions have proactively received, reviewed, and zoned management of grassroots trade unions and grassroots trade unions in the area, helping the Trade Union organization no longer be distant from union members and workers after implementing the 2-level local government model arrangement.
However, there are existing problems and obstacles that need to be resolved. That is, commune, ward, and special zone trade unions have not yet been identified as which level in the organizational system - is "grassroots level" or "directly superior to grassroots level"? Major obstacles and inadequacies in exercising the right to manage, direct, and guide grassroots trade unions and trade unions to operate. There is no clear financial mechanism for commune, ward, and special zone trade unions to operate. All trade union activities must wait for approval and funding from the provincial-level Labor Federation, causing loss of initiative and delays in deploying activities.
The working relationship between the executive committee, the standing committee of commune, ward, and special zone trade unions with the Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Agency and commune-level mass organizations in leading trade union activities still has many unconsistent contents such as in the decentralization of management and assignment of payroll for trade union officials... On the other hand, the position of commune, ward, and special zone trade unions when working and approaching businesses is still difficult due to regulations on decentralization, functions, and tasks. Besides, there are also problems with payroll here.
From reality, there are some proposals to allow assigning tasks and powers of grassroots-level trade unions to commune, ward, and special zone trade unions; piloting the establishment of commune, ward cluster trade union models or local trade unions in places that do not yet meet the conditions for establishing commune, ward trade unions; Proposing to assign the number of staff of commune, ward, special zone trade unions, commune, ward cluster trade unions or local trade unions to the provincial and city labor federations for management; allowing the establishment of industrial park trade unions that are specific types of grassroots-level trade unions according to the provisions of the Trade Union Law.
On that basis, submit to the Standing Committee of the Central Committee of the Vietnam Fatherland Front, the Central Organizing Committee on the establishment of trade unions in industrial parks.
In addition, Vice Chairman Nguyen Xuan Hung presented the Project of the 14th Vietnam Trade Union Congress, term 2026 - 2031 with the contents of the Program of the 14th Vietnam Trade Union Congress, Personnel Directions of the 14th Vietnam Trade Union Congress... The Congress is expected to take place in 2.5 days from the morning of May 28 to the end of the morning of May 30 and is expected to convene 780 official delegates; it is expected to have 5 discussion centers.

At the Conference, Member of the Party Central Committee, Chairman of the VGCL Nguyen Anh Tuan gave conclusions on each part of the content.
In which, it is expected that in the next term, the emulation movement "Good Labor, High Productivity, Good Income" will be launched on the foundation of the emulation movement "Good Labor, Creative Labor", the President of the Vietnam General Confederation of Labor clearly stated: The name of the emulation movement needs to be easy to remember.
Explaining the content of "high productivity" in the name of the emulation movement, the President of the VGCL said that currently high productivity is receiving attention because the whole country is striving to achieve the goal of double-digit growth. The Trade Union organization has the task of propagating and mobilizing union members and workers to study, improve professional qualifications, professional skills, digital skills, master new technologies, contributing to improving the quality of human resources. Mobilizing union members and workers to actively participate in emulation movements to improve labor productivity and achieve the goal of double-digit growth.
The Chairman also concluded on some contents of the Draft amending and supplementing the Charter such as 5 or more employees can be mobilized to establish Trade Union organizations; where commune and ward trade union officials live; issues of special upper-level trade unions; issues of commune and ward trade unions; reviewing and evaluating to assign sufficient powers to some commune and ward trade unions if they meet the conditions; establishing industrial park trade unions...
