Mr. Le An Hai - Member of the Standing Committee of the Vietnam General Confederation of Labour, Chairman of the Vietnam Industry and Trade Union - said that immediately after Decision No. 103/QD-BCT was issued by the Ministry of Industry and Trade on the establishment of the Steering Committee for the development of public service culture in the Industry and Trade sector, the Vietnam Industry and Trade Union proactively included the content of public service culture development in the work program of the Standing Committee, Executive Committee and deployed it to all levels of trade unions throughout the system.
The industry union especially focuses on linking building a civil service culture with patriotic emulation movements through specific actions, for example, issuing Plan No. 30/KH-CĐCT to launch an emulation movement among workers and employees of the Industry and Trade sector, period 2026 - 2030. In which, it is determined to effectively implement emulation movements launched by the Government, the Vietnam General Confederation of Labor and the Ministry of Industry and Trade.
In addition, issued Plan 671/KH-CĐCT to implement the "Trade Union Project to promote the building of occupational safety culture in the workplace in the period 2025 - 2030 of the Vietnam Trade Union of Industry and Trade" to make safety culture a daily habit of workers.
Notably, in addition to thoroughly grasping, propagating and incorporating the content of developing civil service culture into the work program of trade union levels, the Industry Trade Union regularly integrates this content with the implementation of Plan No. 2904/KH-BCT in working programs with the Group's Trade Union, General Corporations, and grassroots trade unions directly under the Vietnam National Union of Industry and Trade to improve the quality of human resources of trade union officials, build civil service culture, and corporate culture to promote digital transformation, innovation, and lifelong learning in the Industry and Trade sector.
In all working contents, in leadership and direction between the Trade Union of Industry and Trade and trade union levels from the beginning of 2026 to now, the Industry Trade Union always requests trade union levels to study and propose the content and criteria for building the image of "Traders and Employees" suitable to the specifics of each field, each enterprise and each job position and include it in the work plan and program.
Accordingly, the image of "Minister of Industry and Trade" is oriented on core values such as: "Industrial style, professionalism, labor discipline, pioneering spirit of innovation, mastery of science and technology, digital transformation to improve labor efficiency and productivity, international integration, labor safety culture and spirit of cooperation and synergy". These are not just communication messages, but they have been gradually concretized in emulation movements, trade union activities and daily life of agencies, units, and businesses.
