On the morning of December 21, 2024, speaking at the summary conference of the Ministry of Home Affairs, Permanent Deputy Prime Minister Nguyen Hoa Binh said that the restructuring of the apparatus will affect and impact about 100,000 people.
Speaking with Lao Dong reporter on February 1, 2025, Mr. Le Quang Trung - former Deputy Director in charge of the Department of Employment, Ministry of Labor, War Invalids and Social Affairs (MOLISA) - expressed his opinion that those who stopped working when implementing the arrangement, merger, and streamlining of the apparatus in State units are mostly those who have advantages and advantages in terms of training and formal training, experience and skills, working style, health, understanding of the law... and always have the mindset of wanting to have a job soon... to participate in the labor market.
“However, this group also faces many difficulties when changing job positions, changing careers and their own shortcomings to meet the requirements of the labor market. Along with support policies according to Decree 178/ND-CP dated December 31, 2024 of the Government, it is necessary to have support solutions from the Government, ministries, branches and units, and enterprises so that people who quit their jobs can soon find jobs and suitable jobs,” said Mr. Le Quang Trung.
According to Mr. Le Quang Trung, solutions to support the group of redundant staff include:
Firstly, it is necessary to review and evaluate the training level and training needs, working ability, personal aspirations in training and employment of each person who stops working due to restructuring, merger, and downsizing.
Second, there needs to be a program or project to support employment for those who stop working due to restructuring, mergers, downsizing, or restructuring to adapt to the labor market in a certain period; in which each subject, each support activity, conditions for implementing each activity, implementing unit, and implementation results are clearly defined.
Third, there is a policy to support units that conduct training and improve the qualifications of people in this category; a policy for businesses that hire many people in this category.
Fourth, there are policies to encourage and support business start-ups or self-employment and attract more workers for people in this category.
Fifth, research and issue policies and support measures for the elderly and women who have difficulty finding jobs suitable to their trained professions...
Sixth, strengthen the capacity and promote labor market information work, especially short- and medium-term labor supply and demand forecasting; job consulting and referral work, organize separate job exchanges for each target group and appropriate form... of the Job Service Centers.
