By 8:00 AM on July 21, Hanoi City had completed supplementing the document authorizing the enjoyment of pensions and social insurance (SI) allowances for 90,105/92,364 cases, reaching 97.55%.
Currently, there are still 2,259 cases that are continuing to be supported by grassroots social insurance in coordination with Shock Public Administration Teams and local authorities to complete procedures.
To date, 15 grassroots social insurance agencies (including 74 communes and wards) have completed 100% of supplementing power of attorney documents for all people in need of implementation, including Thach That, Thanh Oai, Soc Son, Me Linh, Ba Vi, Dong Anh, Ung Hoa, Tay Tuu, Dan Phuong, Quoc Oai, My Duc, Chuong My, Thanh Tri, Gia Lam and groups managed by the city's social insurance agency, including Ha Dong, Kien Hung, Phu Luong and Yen Nghia areas.
At the remaining grassroots social insurance agencies, the number of incomplete dossiers is not large, such as Hoang Mai still having 1 case, Tu Liem still having 16 cases, Hoan Kiem still having 19 cases, Son Tay still having 22 cases and Phu Xuyen still having 67 cases.
In the remaining period of the peak period, until the end of July 25, 2026, Hanoi City Social Insurance will coordinate with the Public Administration Service Center, People's Committees of communes, wards and related units to focus on definitively handling the remaining 2,259 cases, mainly concentrated in inner city wards...
After July 25, the City Social Insurance continues to maintain the mechanism of regular monthly reviews, receiving, verifying and supporting arising cases to ensure that 100% of pension and social insurance allowance beneficiaries in the area enjoy social security policies safely, smoothly and promptly.
According to Hanoi City Social Insurance, the work of supporting people to carry out procedures for authorizing them to receive pensions and social insurance allowances is being implemented synchronously throughout the area.
Right on July 10, 2026, after the City People's Committee issued a plan to organize a peak period, the City Social Insurance issued Official Dispatch No. 4165/BHXH-CĐBHXH requesting professional departments and grassroots social insurance to coordinate with the post office to urgently review and summarize the list of beneficiaries who have not supplemented power of attorney documents according to the provisions of the Law on Social Insurance, and send it to the People's Committees of communes and wards on the same day, while ensuring strict compliance with regulations on protecting personal data and confidential information of beneficiaries.
Hanoi City Social Insurance also uses the national database on insurance to review and coordinate with the People's Committees of communes and wards to classify beneficiaries into 6 groups of subjects to apply appropriate forms of support, including people with expired or still valid power of attorney but no need to change; people who have lost or limited civil act capacity; people living in centralized nursing facilities; people who no longer reside in the locality or whose status has not been verified; and people who need to change their authorized person.
Along with that, the City Social Insurance standardized the authorization form according to new regulations, guiding people to fully declare the scope and term of authorization, which is 12 months.
For people receiving pensions and social insurance allowances who are old and weak or have difficulty traveling, the City Social Insurance arranges key officials and officials participating in Shock Public Administrative Teams to coordinate the deployment of mobile teams to their residences to give sample speeches, guide declarations, verify information and perform signature or fingerprint verification on the same day.
The city's Social Insurance also coordinates with the People's Committees of communes, wards, post offices and Branches of the Public Administration Service Center to complete the updating and supplementation of power of attorney before July 25, 2026.
In addition to supporting the completion of procedures, the city's Social Insurance also coordinates with commercial banks, post offices and related units to propagate and mobilize more than 16,322 people receiving monthly pensions and social insurance allowances in the form of authorization to transfer to receiving benefits from the beneficiary's own account.
