According to information from the Hai Phong City Labor Federation, since the beginning of 2025, the City Labor Federation has focused on developing union members, establishing grassroots unions and grassroots unions. In particular, it is recommended that the social insurance agency (SI) inform the unit, enterprise, number of employees participating in SI, health insurance (HI), unemployment insurance (UI) in the city to propagate, mobilize and assign targets for developing union members, establishing grassroots unions, and collecting union finances to units.
Along with that, continue to review and urge units to develop union members, establish grassroots unions and trade unions; admit party members, establish Party cell groups in the city; data of agencies, units, enterprises, production and business establishments and workers based on the list of social insurance provided by the city to have a source to establish grassroots unions and trade unions in 2025.
As of September 2025, Trade Unions at all levels have established 172 grassroots trade unions, developing 88,630 new union members, effectively increasing by 19,446 union members. In particular, after the merger (from July 1, 2025), trade unions at all levels will establish 34 grassroots trade unions, with the number of newly developed union members being 2,242 people.
At the meeting of the Standing Committee of the City Labor Federation, Mr. Nguyen Anh Tuan - Chairman of the City Labor Federation - directed relevant departments and units to study the data on the huge difference between new development and actual growth. Because in reality, there are units where only 50% of workers are union members or tens of thousands of workers in labor leasing units who have not joined the union organization... From there, quickly find solutions to overcome this, strive to complete the targets assigned by the Vietnam General Confederation of Labor.
The Chairman of the City Labor Federation requested units to review and approach to mobilize the development of union members in labor leasing units; develop union members in enterprises that already have trade unions. Along with that, allocate appropriate funding sources to promote the development of union members; assess the labor fluctuations, causes, and solutions to propose the city to have mechanisms and policies to attract workers.
