On October 14, National Assembly Delegate Cam Ha Chung - Head of Ethnic Affairs of Phu Tho province had a meeting with voters who are union officials and workers before the 8th Session - 15th National Assembly. Also attending were representatives of the Office of the National Assembly Delegation and the Provincial People's Council.
At the meeting, voters affirmed that in recent times, the National Assembly has made many innovations in organizing sessions; researched and issued many laws in accordance with the reality and aspirations of the people as well as workers. At the same time, voters expressed their opinions and suggestions on the draft Law on Trade Unions (amended) and the Law on Employment (amended).
Commenting on the draft Law on Trade Unions (amended), voters said that the inclusion of regulations on the right to proactively supervise of Trade Unions in this draft Law is very necessary, helping Trade Unions to be more convenient in carrying out supervision activities, early detection of violations at employers; and effectively performing the role of representative organizations, protecting the rights of workers.
Voters proposed that the National Assembly have specific and clear regulations for units and enterprises with 2,000 or more employees to be required to arrange full-time staff to do trade union work; stipulate the responsibility of enterprises in ensuring conditions for trade unions to operate and have strong enough sanctions when enterprises deliberately violate or do not comply... At the same time, they expressed their agreement and consensus with the regulations on principles, expenditure contents, distribution and management, and use of trade union finances and wished that union members and workers would be able to rent or buy social housing invested in and built by trade unions, creating conditions for stable life and peace of mind at work.
Regarding the draft Law on Employment (amended), voters recommended that the National Assembly pay attention to, create conditions, and have specific regulations for small and medium enterprises, cooperatives, cooperative groups, business households, and workers to borrow capital to support job creation, maintain, and expand employment at lower interest rates, especially in cases of serious damage due to natural disasters, fires, epidemics, etc. affecting production and causing job loss.
Voters also requested the National Assembly to study and issue regulations to ensure the rights of workers who are not entitled to unemployment benefits due to being laid off by their companies; to increase the unemployment benefit from 60% to 75% to ensure a minimum living for workers when they are unemployed. To supplement the regime and benefits for workers who have participated in unemployment insurance for more than 144 months when they lose their jobs or to reduce or exempt unemployment insurance contributions for these workers.
After listening to voters' opinions, the National Assembly Delegation and leaders of the Phu Tho Provincial Labor Federation directly answered a number of issues within their authority. The remaining contents will be received and compiled by the Provincial National Assembly Delegation to submit to the National Assembly and forwarded to relevant ministries and branches for consideration and resolution.
On this occasion, the Provincial Labor Federation presented 20 gifts (each worth 1.3 million VND) to workers in difficult circumstances in Viet Tri city.
