On May 7, the Hanoi Employment Service Center said that, towards the goal of modernizing public services, the unemployment insurance bulletin issued by the Hanoi Employment Service Center guides workers to access the City Employment Information Portal integrating artificial intelligence (AI) to automatically connect dossiers with suitable jobs. From 2026, job search and allowance declaration procedures will be implemented "completely" through VNeID, helping to maximize time savings for people.
In addition, the newsletter also provides a specific repositioning roadmap for specific labor groups such as women, people over 35 years old, vulnerable workers... to access green jobs and digital jobs trends.
The Unemployment Insurance Bulletin for the last 6 months of 2025 recorded stable growth of the Capital's economy. The breakthrough of information technology, processing and manufacturing industry and services has created a large labor absorption force, contributing to reducing the city's unemployment rate to 1.49%.
Notably, in the last 6 months of 2025, 36,709 workers submitted applications for unemployment benefits, of which the age group from 25-40 accounted for the highest proportion (62.36%), reflecting the shift of young personnel to industries requiring creative thinking and mastering technology.
For unemployed workers, the Hanoi Employment Service Center recommends a 3-step roadmap for workers to "reposition" when looking for a job.
Step 1 – assessment. Workers use AI on the Job Information Portal to measure their actual skills, thereby identifying strengths, weaknesses and setting appropriate orientations.
Step 2 – upgrade. Workers register for short-term vocational training according to a roadmap suitable for themselves. Currently, unemployed workers are supported with living expenses and meal allowances of 50,000 VND/day.
Step 3 - connection. Workers participate in thematic job transaction sessions for each group. When participating in direct interviews with businesses/recruiters, workers have the opportunity to "finalize applications" for recruitment with a high percentage.
